MORNING REPORT
To: All National Park Service Areas and Offices
From: Division of Ranger Activities, Washington Office
Day/Date: Monday, January 31, 2000
ALMANAC
On this day in 1842, Elizabeth Tyler, President John Tyler's daughter,
married William Nevison Waller at the White House, now managed by the
National Park Service.
INCIDENTS
99-189 - Lincoln Home NHS (IL) - Follow-up: Burglary Conviction
On the evening of May 12, 1999, the park's visitor center was forcibly
entered through a temporary construction door, activating the
building's intrusion alarm system. Ranger Pete Swisher and Springfield
officers responded and discovered the point of entry. The burglar
could still be heard inside, so officers summoned a state police dog
unit to flush him. T.B. was captured as he attempted to
exit the building through the same door that Swisher and the dog unit
were entering. T.B. cooperated with rangers investigating the
incident, identifying several places where he'd purchased drugs and a
suspect from an earlier burglary of the visitor center. Information
regarding the drug houses was passed on to Springfield police. On
December 22nd, T.B. appeared in state court, pled guilty to
burglary, and was sentenced to six years in prison. [Kathy DeHart, CR,
LIHO, 1/28]
00-020 - President's Park (DC) - Assault on Officer
On Tuesday, January 11th, an NPS employee was verbally threatened by a
man while working at the park. The employee notified USPP officer
Russell Fennelly, who responded and placed T.O. under arrest.
While in custody, T.O. kicked Fennelly numerous times and had to be
forcibly restrained. T.O. was charged with threats, assaulting a
police officer, and possession of drug paraphernalia. [Sgt. R.
MacLean, USPP, NCR, 1/28]
FIRE ACTIVITY
Badlands NP (SD) - The park had a 1,100-acre fire on January 24th on
Sheep Mountain. The human-caused fire started within the park and
burned onto the Pine Ridge reservation. It was pushed by 20 mph winds
that gusted as high as 41 mph, and was controlled that evening when
the winds diminished.
Grand Canyon NP (AZ) - No fires, but the updated Palmer drought
indices indicate that the western half of the park is in severe
drought. The eastern half is reported to be near normal.

PARKS AND PEOPLE
Oklahoma City NM (OK) - The park, established in remembrance of those
who were killed in or survived the bombing of the Murrah Federal
Building in 1995, will be hiring three permanent, full-time GS-0025-07
protection rangers to assist in the creation and operation of the
park. An all-sources job announcement for all three positions will
soon be issued by OPM on USA Jobs. A merit promotion job announcement
for a GS-0025-09 ranger opened on January 20th and closes on February
10th. Announcements will soon be posted for several other jobs - a
supervisory park ranger (interpretation), an administrative officer,
two park guides, and a park ranger (interpreter). The memorial complex
will include an outside "symbolic memorial," a 30,000-square-foot
interactive learning museum, and the nationally certified Institute
for the Prevention of Terrorism. The NPS will run the interpretation,
protection, maintenance and volunteer programs through a cooperative
agreement with the Oklahoma City National Memorial Trust. Questions
about the positions, the memorial, or the area should be directed to
acting superintendent Mark Foust at 405-232-2454.
