ALMANAC

On this date in 1862, Union forces marched out of Fort Union, New 
Mexico Territory, and down the Santa Fe Trail to halt a Confederate 
invasion of the West at the Battle of Glorieta Pass.  Fort Union 
National Monument preserves remnants of the frontier post.

INCIDENTS

00-099 - Death Valley NP (CA) - Follow-up: Armed Confrontation

The three people arrested in the armed confrontation at the park on 
March 17th have been identified as L.B., 44, of Downey, Idaho, 
Cheryl Maarteuse, 50, also of Downey, Idaho, and J.B., 20, 
of Emeryville, California. A total of 13 weapons have been seized so 
far, and it's believed that there are two more weapons hidden near the 
"bunker" they dug during the confrontation. At the time of the 
original submission to the Morning Report, it was not known that Dale 
Antonich's SET team received fire after it was dropped off by 
helicopter. A number of rounds struck the ground in front of team 
members. The U.S. Attorney's Office has asked the park for a report 
documenting this assault and the shots fired at the park aircraft. The 
investigation is being conducted by ranger Jon Peterson. An all-agency 
debriefing will be conducted on March 27th. Representing the NPS will 
be SET leader Dale Antonich, Death Valley assistant chief ranger Nancy 
Wizner, and Peterson. [CRO, DEVA, 3/21]

00-102 - Independence NHP (PA) - Demonstration Convictions

Last  August, the House of Grace Catholic Workers staged a protest 
outside the Liberty Bell Pavilion, demanding an end to sanctions 
against Iraq. Five female protestors refused to leave after the permit 
expired and entered an area that is off-limits to demonstrators. This 
resulted in four citation for failure to obey a lawful order and one 
arrest. The final court hearing was held on March 17th. Three of the 
five paid their fines; the remaining pair refused to do so and were 
sentenced to seven days imprisonment and a year's probation. They were 
also ordered to pay $500 fines and serve 250 hours of community

00-103 - Oklahoma City NM (OK) - Special Event

Speaker of the House Dennis Hastert visited the park on Sunday March 
19th. He toured the east side of the site and was briefed on the 
memorial's symbolism and the public/private partnership that has 
guided development of the area. The memorial is still under 
construction and is scheduled for dedication and opening this April 
19th, the fifth anniversary of the bombing of the A.P. Murrah Federal 
Building. Site security was provided by the U.S. Capitol Police, 
Oklahoma City PD, Oklahoma County Sheriff's Department, and NPS. {Mark

OPERATIONAL NOTES

DO-9/RM-9 - Director Bob Stanton yesterday approved and signed DO-9, 
which establishes policy for the Service's law enforcement program; at 
the same time, Associate Director, Park Operations and Education 
Maureen Finnerty signed off on RM-9, the associated reference manual. 
A meeting will be held with GPO at FLETC today and Thursday to hammer 
out details on printing the two documents. Once printing is completed, 
they will be disseminated to the field along with implementation 
instructions. The effective date will be established once the printing

Recall - The Food and Drug Administration has issued the following 
recall message: The Clinipad Corporation is voluntarily recalling all 
povidone iodine, tincture of iodine, benzoin tincture, acetone 
alcohol, alcohol antiseptic products (swabsticks, prep pads, 
towelettes, and pouches), and Cliniguard protective dressing labeled 
as "sterile" that were manufactured over the last three years. The 
reason for this recall is that the company has confirmed microbial 
contamination in some lots of its sterile products, including one lot 
with Pseudomonas aeruginosa, Stenotrophomonas maltophilia, and 
coagulase negative staphylococcus. For more information, please see

INTERCHANGE

Little River Canyon NP (AL) - The park has an excess 1994 Jeep 
Cherokee with 130,000 miles on it. It's in poor to fair condition; it 
needs some repairs, but runs okay. For more info, call Dyana Hulgan at

PARKS AND PEOPLE

New River Gorge NR (WV) - The park has an opening for a permanent, 
subject-to-furlough biological science technician in its Branch of 
Natural Resource Management.  The vacancy announcement is on USAJobs 
and closes on April 14th.  The incumbent will conduct vegetation 
inventory and monitoring surveys, T & E species monitoring, wildlife 
surveys, disturbed lands restoration, mining and gas well monitoring, 
and computer data entry.  The park covers approximately 90,000 acres 
within New River Gorge NR, Gauley River NRA, and Bluestone NSR.  The 
New River region is a mecca for recreational enthusiast interested in 
whitewater, rock climbing, skiing, mountain biking, fishing, hunting, 
etc.  The three park areas have complex issues associated with land 
ownership, mining (past and present), urban development, recreational 
impacts, and river management, and a rich diversity of geographical, 
geologic, and biological resources (terrestrial and aquatic).  
Significant challenges (opportunities) and experiences (acquisition of
