ALMANAC

On this date in 1814, Maj. Gen. Andrew Jackson's Tennessee militia 
defeated Chief Menawa's Red Stick Creeks at a bend in the Tallapoosa 
River, opening large parts of Alabama and Georgia to white settlement. 
Horseshoe Bend National Military Park, Alabama, preserves the site.

Thanks to several readers who wrote to report that former bureau 
historian Barry Mackintosh prepared the listing from which these 
almanac entries are extracted.

CULTURAL/NATURAL RESOURCE MANAGEMENT

Herbert Hoover NHS (IA) - Prescribed Fire

The park conducted a prescribed burn of about 40 acres of prairie on 
March 12th. Two members of the Black Hills fire use module assisted 
park staff with the project. The park has successfully burned the 
entire prairie within its boundaries over the past two years, 
following a lapse in prescribed burns of nearly seven years. [Dan

OPERATIONAL NOTES

Ruling on Water Jurisdiction Case - On March 22nd, the Supreme Court 
rejected a request to hear a case regarding Voyageurs National Park's 
jurisdiction and authority to set regulations on waters within its 
boundaries, thereby upholding a 1999 Eight Circuit Court of Appeals 
ruling affirming that authority. On July 28, 1999, the appellate court 
affirmed a district court ruling in the water jurisdictional case of 
U.S. vs. Carl Brown and Harold Armstrong.   The case centered around 
Brown and Armstrong's commercial operations without a permit on the 
waters within the park.  Brown, a U.S. citizen, and Armstrong, a 
Canadian citizen, had both contested the authority and jurisdiction of 
DOI on international waters within the park's boundaries. Their 
actions were based on their interpretation of the 1909 Root-Bryce 
Treaty Act and the lack of jurisdictional cession by the state of 
Minnesota to the Unites States.  The circuit court judges said that 
legislation passed by the Minnesota legislature, which made its lands 
available for Voyageurs National Park, and Senate Report 91-1513, 
which placed the state on notice that the Secretary's authority would 
have to be recognized, were instrumental in their findings.  The 
circuit court also ruled that "Congress did have the power under the 
Commerce and Property Clauses of the Constitution to authorize the NPS 
to promulgate and enforce regulations." The Supreme Court action means 
that Brown must now pay a $2,000 fine plus court costs. He has said 
that he may go to jail rather than pay his fine.   [CR, VOYA]

list for CISM peer support is being updated. If you have responded to 
a message asking for updated callout information within the past two 
months, there is no need to re-submit. However, if you have CISM 
training and are not on the callout list or did not respond to the 
earlier request, please contact Erran Seaman on cc:Mail to indicate 
your interest in remaining or being placed on the callout list. 
Individuals who do not respond will be dropped from the list. For

BASE Jumping Story - CBS's "Sixty Minutes II" will run a story on BASE 
jumping in the parks tonight. It will run from 10 to 11 p.m. on the 
East Coast. The story includes interviews with Yosemite staff and 
deputy director Denis Galvin.

PARKS AND PEOPLE

Big Bend NP (TX) - The park is readvertising for a GS-12/13 chief of 
interpretation and visitor services. The KSA on ability to speak 
Spanish has been modified; it is now listed as desirable, but not as a 
requirement. The vacancy announcement is on USAJobs, BIBE-00-8, and is 
open through April 10th. The incumbent is responsible for all aspects 
of the planning and direction of the park's interpretive operation, 
which includes interpretation of the area's natural resources and 
human history, education/outreach programs which extend into Mexico, 
operation of five visitor centers/contact stations, and management of 
the entrance fee collection program.  The incumbent also serves as the 
park's public information officer and is the primary contact for 
local, national and international press.  Government housing is 
available at very reasonable rental rates on a bid basis.  Please 
check the park's website at http://www.nps.gov/bibe for more 
information about the area. Interested applicants are encouraged to 
call superintendent Frank Deckert at 915-477-1101 and/or Valerie 
Naylor, the previous incumbent, who is now superintendent of Scotts 
Bluff and Agate Fossil Beds National Monuments in Nebraska.  Her

Glacier Bay NP (AK) - The park has an announcement out for its deputy 
superintendent positions. The announcement can be found on USA Jobs as 
AKSO-00-12. It closes on March 31st. This announcement is being 
advertised under merit promotion and open competitive procedures. You 
must specify which procedure you wish to apply under. It's also being 
advertised separately as GS-025 park manager. There is only one 
position being filled. Duties include development of long-range 
objectives and goals along with the superintendent; planning, 
directing an managing a park program; supervising division chiefs and 
working with them closely to coordinate and integrate programs.
