ALMANAC

On this date in 1861, Confederate artillerists bombarded Fort Sumter 
after its U.S. Army commander refused to evacuate it, igniting the 
Civil War.  Fort Sumter National Monument, South Carolina, contains 
the fort and other Charleston Harbor defenses.

INCIDENTS

00-135 - Saguaro NP (AZ) - Pursuit; Fatality; Manhunt

On the evening of April 9th, Pima County deputies attempted to stop a 
vehicle that had run a stop sign west of the park. The driver took off 
and a high-speed pursuit ensued, ending when the driver lost control 
of the vehicle and it flipped and crashed on Picture Rocks Road within 
the park. One of the occupants was killed instantly; the other fled, 
prompting a shutdown of the road while rangers, FBI agents, canine 
units and a state police helicopter conducted a fruitless four-hour 
search. Both of the individuals in the vehicle were subsequently 
identified as suspects in two recent homicides. Additional details are 
being withheld until the second person is taken into custody. NPS 
special agent Dan Wirth and other park staff are assisting the FBI

00-136 - Independence NHP (PA) - Assist; Bank Robbery Arrest

A bank within a block of the park was robbed shortly after noon on 
April 5th. A man matching the suspect's description was spotted on 
park land about an hour later. Supervisory park ranger Jim Stephens 
and acting law enforcement specialist Gregg Tinkham contacted and 
arrested R.K. without incident. During the search incident to 
the arrest, they found $2,240 in cash in R.K.'s pocket. He was turned 
over to the FBI and they have assumed investigative jurisdiction.

00-137 - National Capitals Park (DC) - Arrest for Weapons Offense

Park Police motorcycle officer Charles Dennings stopped a vehicle for 
a narcotics violation near the ramp to USPP headquarters on March 
18th. Officer Robert Stoss joined him at the scene. When Stoss 
attempted to search the rear seat passenger, he became extremely 
combative and struggled with Stoss, Dennings and a third officer. They 
gained control of him and found a fully-loaded handgun in his pants 
pocket. A quantity of suspected marijuana was seized from another 
occupant of the vehicle. The man with the gun was charged with a

OPERATIONAL NOTES

Maintenance Survey - Park chiefs of facility management and 
maintenance will be receiving packets of survey forms in the mail this 
week. It's vital that all employees asked to participate in this 
survey complete the forms and mail them to OPM's contractor in the 
envelope provided. The NPS has joined forces with the OPM to gather 
data on the work performed by personnel in 100 classification series.  
The results will be incorporated into "Human Resource Manager," a 
software package developed by OPM to provide occupation-specific task 
and competency information, and to develop better position 
descriptions, selection tools, performance plans and training plans.  
The NPS will make the results available for your use through revisions 
to the employee career planning and tracking kit, which can be found 
at http://www.nps.gov/training/npsonly/npsescom.htm. The trades and 
labor occupational study gives us a rare opportunity to capture 
detailed information on our maintenance workforce.  Participation by 
the facilities maintenance workforce is required to help us shape the

PARKS AND PEOPLE

Ozark NSR (MO) - The park has an opening for a GS-025-7/9 protection 
ranger. The announcement can be found on USA Jobs as OZAR-00-05 and 
will close on May 1st. For further info, call Gary Smith at

Delaware Water Gap NRA (PA/NJ) - The park currently has a vacant 
GS-025-5/7/9 STF protection ranger position open, and a second will 
open on May 21st. Announcement DEWA-00-07 on USA Jobs will be used to 
fill the two positions, which are both in the Pennsylvania District. 
Protection rangers at the park are compensated at the X-1 New York/New 
Jersey LE locality pay rate, which is a 16% increase over base. The 
ranger staff carries out a complex resource protection operation.  The 
district is unique in that it contains the only commercial fee 
regulatory program in the service.  There is a moderately heavy 
activity load dealing with poaching, ARPA, a concession campground, 
wildland fire, SAR and traffic enforcement.  The park is seeking 
rangers who enjoy a heavier than average operational tempo and like to
