ALMANAC

On this date in 1959, Soviet Premier Nikita Khrushchev spent time with 
President Dwight D. Eisenhower at his farm in Gettysburg, 
Pennsylvania.  The farm is now preserved as Eisenhower National 
Historic Site.

INCIDENTS

00-608 - Grand Canyon NP (AZ) - Assist: Airplane Crash with Injuries

A single-engine Cessna 207 operated by Westwind Aviation made a crash 
landing in the Kaibab National Forest southeast of the park on the 
afternoon of September 23rd. Park wildland fire personnel, a Guardian 
Medical Transport ambulance, the park's ambulance, and the park 
helicopter responded. The four occupants of the Cessna suffered 
relatively minor injuries and were taken by ambulance to Flagstaff 
Medical Center. The incident coincided with a single-vehicle rollover 
accident in the park; the two victims were also taken to the center.

00-609 - Guilford Courthouse NMP (NC) - Fatal Bicycling Accident

K.R., 53, of Greensboro had a bicycling accident on the park 
tour road on the afternoon of Sunday, September 10th. Rangers found 
her conscious but suffering from apparent head trauma, with bleeding 
from her nose and ears. Emergency first aid was being provided by 
another park visitor who is a physician's assistant. K.R. was taken 
to a local hospital, where she underwent emergency surgery. She was 
reported to be in stable but critical condition the following day, but 
succumbed to her injuries on Thursday, September 21st. [Steve Ware,

00-610 - Mojave NP (CA) - MVA with Two Fatalities

Rangers and park firefighters responded to a single-vehicle rollover 
accident on Kelbaker Road about a dozen miles south of Baker on 
September 13th. The vehicle left the road, traveled about 60 feet on 
the shoulder, reentered the roadway, went into a sideways skid, then 
rolled four times, coming to rest on its roof. The driver, who was 
wearing a seatbelt, survived, but his wife and stepson, who were not 
wearing belts, both died. The driver was taken by ambulance to a 
hospital in Las Vegas. He reported that he was drowsy at the time the

FIRE SITUATION

NATIONAL PREPAREDNESS LEVEL - Level III

CURRENT SITUATION

No new large fires were reported yesterday. Three large fires, all in 
the South, were contained. Initial attack was light everywhere. 

Very high to extreme fire indices were reported in Oregon, Washington, 
Arizona, Arkansas, California, Montana, Nevada, Oklahoma and Texas.

The following resources were committed nationwide as of yesterday 
(changes from Monday's numbers in parentheses): No change was reported 
in any category.

No fire weather watches or warnings posted.

OPERATIONAL NOTES

Law Enforcement Study Update - On January 14th, the director mandated 
a comprehensive review of the Service's law enforcement program. That 
review has been on-going throughout the year. The target date for 
delivery of the report to the director was September 30th or 
thereabouts, but it has now been extended by the director to the end 
of October. It will be made available to interested parties at that

LEGISLATION INTRODUCED

The following bills either directly or indirectly pertaining to the 
NPS have been introduced since the last Morning Report listing of new 
legislation (September 19th): 

o       H.R. 5225 (Bliley, VA), a bill to revise the boundaries of the 
        Richmond National Battlefield Park based on the findings of 
        the Civil War Sites Advisory Committee and the National Park 
        Service and to encourage cooperative management, protection, 
        and interpretation of the resources associated with the Civil 
        War and the Civil War battles in and around the city of 
        Richmond, Virginia.
o       H.R. 5242 (Gilman, NY), a bill to convey certain Federal 
        properties on Governors Island, New York, and for other 
        purposes.
o       H.R. 5263 (Souder, IN), a bill to require the Secretary of the 
        Interior to conduct a theme study on the peopling of America, 
        and for other purposes.
o       S. 3089 (Hagel, NE), a bill to authorize the design and 
        construction of a temporary education center at the Vietnam 
        Veterans Memorial.
o       H.R. 5268 (Murtha, PA), a bill to authorize the design and 
        construction of a temporary education center at the Vietnam 
        Veterans Memorial.
o       H.R. 5269 (Murtha, PA), a bill to require that a semi-postal 
        be issued for the benefit of the National Park Service.
