There was no Morning Report on Thursday, November 30th.

ALMANAC

On this date in 1779, General George Washington arrived in Morristown, 
New Jersey, where his Continental Army encamped for a second winter 
during the Revolutionary War.  Morristown National Historical Park 
contains the site of the troops' winter quarters and Ford Mansion, 
which served as Washington's headquarters.

INCIDENTS

00-723 - Lyndon B. Johnson NHP (TX) - Employee Death

Ranger D.W., 35, died of a self-inflicted gunshot wound in 
Fredericksburg, Texas, on the night of November 28th. D.W. had worked 
as an interpreter at the park since 1992; previous assignments 
included duty at San Antonio Missions NHP, Independence NHP, Harry S 
Truman NHS, and Fort Davis NHS. He was also a wildland firefighter and 
avid birdwatcher. He will be greatly missed by his family and park 
staff. D.W. is survived by his wife Di.W., his daughter E.W., and his 
extended family. Condolences and other messages can be sent to Di.W. 
The family  has requested that any memorial contributions be sent to the Pioneer 
Memorial Library (115 West Main Street, Fredericksburg, TX 78624), the 
First Baptist Church ((1407 East Main Street, Fredericksburg, TX

MEMORANDA

"International Association of Chiefs of Police Report On NPS Law 
Enforcement," signed by Associate Director, Park Operations and 
Education Dick Ring on November 29th and sent to all regional 
directors and associate regional directors for operations. The full 
text follows:

"The Director is pleased to announce that the subject report is now 
available on the Internet at URL:  www.nps.gov/refdesk/IACP.pdf.  You 
can also get the report from ParkNet by clicking on FOIA then on  
HotDocs.  It is the first item listed.  Please be advised that, 
depending on the power of the individual computers, it may take 
several minutes to load.

"The Director's personal memorandum to you is included with the 
report.  Implementation strategies are under discussion and we hope to 
have a plan shortly.  Regional Directors will receive a CD of the 
report at the NLC meeting this week.  Associate Regional Directors for 
Operations will receive their CDs at our Phoenix meeting on December 
12."
