MORNING REPORT

INCIDENTS
01-006 - Saguaro NP (AZ) - Body Found
On January 6th, a park biologist on a game census helicopter flight
spotted the body of an apparently deceased man lying in a canyon
bottom in the Saguaro Wilderness in the Rincon Mountain District. The
body was adjacent to but out of sight of a main trail and about an
hour's hike from the nearest trailhead. Rangers Bo Stone and John
Williams, NPS special agent Dan Wirth and county deputies were flown
to the scene and began an investigation. Due to the canyon terrain,
the body had to be flown out. The victim's identification has not yet
been established, but the cause of death appears to be natural. An
autopsy has been conducted. No missing persons have been reported who
match the victim's description. The investigation continues. [Bob

01-007 - Richmond NBP (VA) - Suicide
Ranger David Hall contacted a 53-year-old man in the Gaines Mill unit
parking lot regarding a closure violation just after 9:30 p.m. on
January 4th. Hall determined that he'd been drinking and returned to
his cruiser to check his license and registration. As he was doing so,
the man took out a hidden two-inch revolver and shot himself in the
head. Hall attempted CPR on him, but was unsuccessful. A county rescue
team transported the man to the Medical College of Virginia, where he
was pronounced dead. The county sheriff's department conducted the
investigation. The cause of death has been ruled as suicide. Follow-up
investigation revealed that the man's truck had been parked in the
area the night before. The victim had two prior convictions for

PARKS AND PEOPLE
Southwest Support Office (NM) - Jerry Rogers will be retiring on
January 13th, ending a 32-year career with the National Park Service.
During his career, he has been a leader in NPS efforts to support a
high standard of cultural resource management. Jerry joined the NPS in
1964 as a seasonal historian at Fort Davis NHS. In 1967, he
transferred to the Washington Office, where he worked in a wide range
of positions in historic preservation and cultural resource management
programs. In 1994, he was named regional director of Southwest
Regional. In May 1995, as a result of the NPS reorganization, he
became superintendent of the Southwest Support Office in Santa Fe. In
February 1999, he was named assistant to the director and chair of the
Discovery 2000 conference. Jerry and his wife Nancy Burgas will remain
in the Santa Fe area. First on their agenda after retirement is a
trip abroad. Afterwards, Jerry plans to write on a variety of topics.
A retirement dinner will be held at the La Fonda Hotel in Santa Fe on
January 25th. Reservations and pre-payment for the dinner are required

The following is a continuation of the list of laws affecting the NPS
from the 106th Congress that appeared in Tuesday's Morning Report. The
list was prepared by Don Hellman, deputy assistant director of the
Service's Office of Legislative and Congressional Affairs. The
relevant public law (P.L.) appears at the beginning of each entry.
NPS Lands Issues
P.L. 106-116 - Clarifies certain boundaries on maps relating to the
Coastal Barrier Resources System at Cape Hatteras NS
P.L. 106-150 - Authorizes property at Fredericksburg and Spotsylvania
NMP, VA to be acquired with appropriated funds
P.L. 106-157 - Authorizes the Secretary to convey to the State of
Illinois certain Federal land associated with the Lewis and Clark
National Historic Trail for a visitor center
P.L. 106-113 - Exempts leases, concessions, permits and other
agreements associated with properties administered by the National
Park Service at Fort Baker, Golden Gate NRA, from taxes and special
assessments, except sales tax, by the state of California and its
political subdivisions (included in Department of the Interior
Appropriations Act for FY 2000)
P.L. 106-246 - Provides authority for NPS to manage land through a
cooperative agreement with the Fish and Wildlife Service at Harper's
Ferry, WV (included in Military Construction Appropriations Act for FY
2001)
P.L. 106-398 - Authorizes the use of a tract of land acquired in the
Federal Lands to Parks Program to be used for the development of a
Marine Corps Heritage Center at Quantico, VA (included in Defense
Authorization Act for FY 2001)
P.L. 106-362 - Authorizes construction of an airport outside of Mojave
NP on lands acquired from BLM and provides for a fund to be used to
acquire additional lands within the park (Ivanpah Valley land
conveyance)
P.L. 106-492 - Allows NPS lands in the District of Columbia to be used
for the building of a National Law Enforcement Museum
P.L. 106-510 - Authorizes lands at Hawaii Volcanoes NP to be acquired
with appropriated funds
P.L. 106-443 - Authorizes lands transferred for park purposes to be
used temporarily for an elementary school in Los Angeles, CA
P.L. 106-554 - Directs the acquisition of Saddleback Mountain on the
Appalachian Trail for $4 million and requires that part of the land be
conveyed to the state of Maine (included in the Consolidated
Appropriations Act for FY 2001)
P.L. 106-554 - Requires the NPS to extend the agreement until March
31, 2001 for the seven campsite leases in Biscayne NP known as
"Stiltsville" (included in the Consolidated Appropriations Act for FY
2001)
P.L. 106-554 - Authorizes NPS to make a grant to the city of St. Paul,
MN to acquire the land in Lower Phalen Creek in the Mississippi
National River and Recreation Area, which will be used as a trail
dedicated to the late Rep. Bruce Vento (included in the Consolidated
Appropriations Act for FY 2001)
P.L. 106-554 - Requires funds appropriated for a cooperative agreement
for management of George Washington's Boyhood Home, Ferry Farm, to be
transferred to the George Washington's Fredericksburg Foundation, Inc.
immediately upon signing of the cooperative agreement (included in the
Consolidated Appropriations Act for FY 2001)
P.L. 106-554 - Authorizes funds provided for federal land acquisition
by the NPS for five sites in the FY 2001 Interior Appropriations Act
to be used for a grant to a state, local government, or land
management entity without regard to any restrictions of the Land and
Water Conservation Act (included in the Consolidated Appropriations
Act for FY 2001)
Land Exchanges
P.L. 106-176 - Clarifies the legal description of land to be conveyed
by the Secretary of Interior in an exchange with the state of Utah
involving an expansion of Arches National Park (included in the
Omnibus Parks Technical Corrections Act)
P.L. 106-421 - Authorizes an exchange of lands between the City of
Rocks NR, Hagerman Fossil Beds NM, and the State of Idaho
P.L. 106-412 - Authorizes a land exchange between the CIA and the NPS
at George Washington Parkway, VA
Fee Authorities
P.L. 106-113 - Increases administrative costs to implement the
national park passport from 10 to 15 percent (included in Department
of the Interior Appropriations Act for FY 2000)
P.L. 106-176 - Authorizes the Park Service to retain and expend fees
from non-recreational fee demonstration parks, and increases
administrative costs to implement the national park passport from 10
to 15 percent-this same change was included in P.L. 106-113 (both
authorizations were included in the Omnibus Parks Technical
Corrections Act )
P.L. 106-291 - Extends the Recreational Fee Demonstration Program
through September 30, 2002 (included in Department of the Interior
Appropriations Act for FY 2001)
Concessions Authorities
P.L. 106-291 - Allows transfer of the historic right of entry of a
Glacier Bay cruise ship concessioner to the new owner of the business
(included in Department of the Interior Appropriations Act for FY
2001)
P.L. 106-554 - Directs NPS to work with Ft. Sumter Tours on an
amicable solution to concessions contract dispute while extending
contract through March 15, 2001 (included in the Consolidated
Appropriations Act for FY 2001)
Historic Preservation
P.L. 106-208 - Reauthorizes the Historic Preservation Fund and the
Advisory Council on Historic Preservation
P.L. 106-355 - Authorizes the National Historic Lighthouse
Preservation Program
P.L. 106-577 - Establishes the Crossroads of the West Historic
District in Ogden, UT (included in the California Trail Interpretive
Act)
Natural Resources Authorities
P.L. 106-31 - Addresses fishing in Glacier Bay National Park (included
in Emergency Supplemental Appropriations Act)
P.L. 106-53 - Provides Everglades restoration water authorities and
addresses Fire Island National Seashore erosion (included in Water
Resources Development Act of 1999)
P.L. 106-246 - Authorizes establishment of a North Pacific Marine
Research Institute in or near Kenai Fjords National Park, AK (included
in the Military Construction Appropriations Act)
P.L. 106-455 - Authorizes commercial fishing in the outer waters of
Glacier Bay NP and a study of the effect of commercial fishing on
fishery resources and the park's resources and values, and provides
for a study of the limited collection of sea gull eggs
P.L. 106-541 - Authorizes funding for various water projects
associated with the restoration of the Everglades (Water Resources
Development Act of 2000) - P.L. 106-541.
Native Americans
P.L. 106-246 - Allows members of the Pueblo of San Ildefonso and the
Pueblo of Santa Clara to collect plants and mineral resources within
Bandelier NM, NM (included in the Military Construction Appropriations
Act)
P.L. 106-423 - Authorizes the establishment of a homeland for the
Timbisha Shoshone Indians in Death Valley NP and surrounding lands in
CA and NV
P.L. 106-488 - Requires establishment of a pilot program on native
hiring in northwest Alaska national parks
