INCIDENTS

01-010 - Grand Canyon NP (AZ) - Arrest of Concession Employee

Citizen complaints and investigative leads led to the arrest of 
concession employee M.M. on January 6th. An automated 
criminal history revealed that M.M. had several previous felony 
convictions, and the subsequent investigation led to the discovery 
that he had an SKS rifle in his possession. M.M. was arrested for 
being a felon in possession of a firearm. His employment with AMFAC 
was terminated, and he now resides in the county jail. [Brian Lakes,

01-011 - Harpers Ferry Center (WV) - Serious Employee Illness

Exhibit planner Jim Mount has undergone surgery at the Heart Center at 
Cone Hospital in Greensboro, North Carolina. Jim was working at 
Guilford Courthouse when he became ill and was taken to the hospital. 
Additional information will be provided in future editions of the

MEMORANDA

"Servicewide Harry Yount National Park Ranger Award," signed by 
Director Stanton on January 10th and sent to all regional directors 
with a February 23rd reply date. The full text follows:

"Nominations for the Servicewide Harry Yount National Park Ranger 
Award for excellence in the art and science of 'rangering,' which is 
presented annually to one of the Regional Harry Yount Award honorees, 
are due by the subject due date.  

"The Servicewide Harry Yount National Park Ranger Award is a peer 
recognition that is given to that individual whose overall impact, 
record of accomplishments, and excellence in traditional park ranger 
duties has created an appreciation for the park ranger profession on 
the part of the public and other members of the profession.  

"This award, made possible by a gift from The Eureka Company to the 
National Park Foundation, not only recognizes and honors outstanding 
park rangers but seeks to:

o Encourage high standards of performance
o Foster an especially responsive attitude towards public service 
o Enhance public appreciation of the park ranger profession
o Build esprit de corps and further the spirit of the art and science
  of 'rangering'

"As former Director George B. Hartzog, Jr. said in Battling for the 
National Parks, '... rangers are the cornerstone of every park 
organization ... Every superintendent has used the phrase "Have the 
rangers do it" thousands of times.  A park would not be a park without 
a ranger.'  

"This award honors park rangers who have formed the 'cornerstone of 
every park organization.'  Skilled in traditional generalist ranger 
duties, their records show both tangible and intangible benefits to 
the park ranger profession.  Their total impact exceeds normal 
expectations and they reflect initiative, imagination, perseverance, 
competence, creativity, resourcefulness, dedication, and integrity.  

"Harry Yount Award honorees demonstrate:

o Outstanding leadership 
o Exemplary contributions
o Notably high standards of performance 
o Excellence in traditional park ranger duties and skills
o Dedication to the park ranger profession
o A record of overall excellence of service

"Previous recipients have included Joe Fowler, Jim Hannah, Tomie Lee, 
Mike Anderson, Dale Antonich, and Stuart Schneider.  These park 
rangers embody the intent of the Servicewide Harry Yount National Park 
Ranger Award, which is to honor park rangers who are in the middle of 
their career and who have consistently gone out every day and done the 
traditional generalist park ranger duties of protecting the resources 
and serving the visitor, and doing it well in the eyes of their peers. 

"Recipients of the Servicewide Harry Yount National Park Ranger Award 
form the heart of the Ranger Corps, reflecting its high standards and 
commitment to the National Park Service mission. They are 
knowledgeable of and sensitive to the natural, cultural, and 
recreational resources that makeup the National Park System, placing 
them foremost in their priorities.  Their leadership in being able and 
willing to do the tough jobs well - with style, grace, appreciation, 
and humor - serves as a role model for all rangers.  Through them the 
highest and best traditions and values of the National Park Service 
are carried on as they accept opportunities for and meet challenges to 
excellence.

"Each region is to have a Regional Harry Yount Award Program. The 
recipients of the Regional Harry Yount Awards will be the nominees for 
the Servicewide award.

"Nominations for the Servicewide Harry Yount National Park Ranger 
Award are to be sent to John Townsend, National Park Service, 1709

INTERCHANGE

Voyageurs NP (MN) - The park is interested in hearing from areas that 
have negotiated cooperative agreements with their local counties. They 
are interested in agreements that go beyond normal mutual aid

PARKS AND PEOPLE

Canyonlands NP (UT) - The park has just put out an announcement on 
USAJobs for a GS-13 chief ranger. Contact the park for further

Yosemite NP (CA) - The park has an opening for a permanent 
subject-to-furlough GS-9 protection ranger. The person selected will 
serve as Yosemite's lead wilderness patrol ranger for nordic, foot and 
horse patrols. The announcement number is YOSE 01-07 and can be found 
on USAJobs. It will close on January 23rd. For further information,

P.L. 106-86 - Authorizes $4.25 million in grant assistance to preserve 
Paoli and Brandywine battlefields, NJ
P.L. 106-387 - Provides authority for the Secretary to give $2.5 
million in a grant for the acquisition of lands for the Fallen Timbers 
Battlefield and Fort Miami NHS, OH (included in Agriculture 
Appropriations Act for FY 2002)
P.L. 106-281 - Authorizes $16 million in grant assistance to build the 
Underground Railroad Freedom Center in Cincinnati, OH; authorizes $15 
million in grant assistance to construct the Palace of Governors Annex 
in Santa Fe, NM; authorizes $50 million in grant assistance to build

Vietnam Veterans Memorial to honor those Vietnam veterans who died
