INCIDENTS

99-459 - Redwood N&SP (CA) - Follow-up: Homicide

R.H., 35, of Louisville, Kentucky, has been found guilty of 
first degree murder in the death of David Schauer, whose body was 
found in the Lost Man Creek area of the park on August 13, 1999. R.H. 
will automatically be sentenced to life imprisonment without 
possibility of parole. R.H.'s companion at the time of the incident, 
E.R., plead guilty to involuntary manslaughter last fall and 
testified against R.H. in his trial. She faces up to 11 years in 
prison.  The two were arrested two weeks after the murder by state 
officers in Yavapai County, Arizona. They were located through 
information on Schauer's stolen Isuzu disseminated via a "be on the 
lookout" message put out by the Humboldt County Sheriff's Office. R.H. 
and E.R. were extradited to California and held until trial. R.H. and 
E.R. were homeless and had arrived in the park area just before the 
murder. They did not know the victim. Following the murder, they stole 
Schauer's rented vehicle and traveled through Nevada and into Arizona, 
charging some purchases to the victim's credit cards. The Humboldt 
County District Attorney's Office was complimentary of state and 
national park rangers involved in the case, praising the special 
technical support (maps, GIS information, etc.) that the park provided 
to assist with presenting evidence in the case. They also spoke highly 
of the testimony of an off-duty park employee who saw R.H. and E.R. go 
up the Lost Man Creek trail soon after Schauer did. [Bob Martin, CR,

PARKS AND PEOPLE

Washington Office (DC) - Director Bob Stanton will step down this week 
as part of the transition to a new administration. This will be Bob's 
second retirement from the Service, as he originally retired in 1997 
after a long career as a park ranger, superintendent, program manager, 
deputy regional director in SER, and regional director in NCR. Eight 
months later, he came back to the NPS when the president appointed him 
as the agency's first African-American director. Under transition 
rules, deputy director Deny Galvin will become acting director until a 
new secretary is in place and a new director is named and approved by 
the Senate. Also leaving this week will be appointees Destry Jarvis, 
Karen Atkinson, Brooke Shearer, Nat Wood and Ceandra Scott. There will 
be a farewell party for them in WASO on Friday, January 19th, around 
noon. The time is tentative pending a final notice on Friday's

Rocky Mountain NP (CO) - Rick Nichols, the park's management 
assistant, retired for medical reasons in November. He began his 
career as a volunteer at Rocky Mountain in 1976, then worked 
seasonally at Rocky Mountain and Grand Canyon. He became a permanent 
at Cuyahoga Valley and subsequently worked at Grand Canyon, Kings 
Canyon, and again at Rocky Mountain, where his most recent appointment 
was as management assistant. Rick's abilities in dealing with people 
also led him to start an ombudsman program in the park. A celebration 
of his 24-year career will be held on February 3rd at Crag's Lodge in

Midwest Regional Office (NE) - Midwest Region is in the process of 
filling vacancies on its special events team (SET). A formal 
announcement has been distributed to Midwest Region superintendents. 
Rangers applying for membership must possess a Type 1 law enforcement 
commission and have at least three years experience as a commissioned 
law enforcement ranger in the NPS. Nominations for the team will be 
evaluated by the team and squad leaders; final selections will be 
approved by the regional director. Selections will be made from the 
most motivated, skilled, fit, and experienced law enforcement rangers. 
The team has had several excellent assignments in the past, including 
the annual Fair St. Louis at Jefferson NEM, a detail to San Juan NHS 
to assist the Southeast Region SET with local threats to take over the 
park and with demonstrations in Old San Juan, several details to 
southern California to assist BLM at Imperial Sand Dunes during 
heavily visited weekends of dangerous recreational activities and 
drug/alcohol/weapon violations, a detail to provide protection at 
parks affected by the 1996 Olympics in Atlanta, and other emergency 
assignments within Midwest Region.  Nominations must be approved by 
your chief ranger and superintendent and are due to the Midwest Region 
law enforcement specialist by January 31st. [Bruce Cunningham, MWRO]

New River Gorge NR (WV) - The dinner for Pete Hart, who retired as 
superintendent on January 3rd, will be held in Oak Hill, West 
Virginia, on Friday, February 23rd. There will be a reception for the 
public at park headquarters from 2 p.m. to 4 p.m. that afternoon; 
dinner will be held at the Oak Hill Holiday Inn at 6 p.m. Rooms may be 
reserved at the hotel (304-465-0571). The dinner tickets are $18 and 
must be paid for by February 8th. Send checks payable to NERI

National Capital Parks Central (DC) - As previously noted, Donna 
Donaldson, the park's chief of visitor services, will retire on 
January 31st. Her farewell reception will still be held at 5:30 p.m. 
on January 30th, but the location has been changed to the Potomack 
Landing restaurant off the George Washington Memorial Parkway in
