INCIDENTS

01-021 - Haleakala NP (HI) - Rescue; Two Lives Saved

Ranger Jonathan Liakos was patrolling in the Lelekea are of the park 
on January 17th when he spotted a Jeep on an embankment half in and 
half out of the ocean. Waves were cresting at five feet, there were 
two people still in the car, and the shoreline consisted of slippery, 
round rocks on a steep slope. As each successive wave battered the 
Jeep, it was pulled further downslope and into the ocean. Liakos noted 
that neither occupant was wearing a seatbelt and that the Jeep was 
teetering and in danger of overturning. His immediate concern was that 
it would overturn and that the occupants would be struck by the roll 
bar or crushed by the Jeep and drown before they could be rescued. 
Liakos jumped into the surf to pull the passenger - S.R. 
of Texas - from the Jeep, timing his actions between surges. At the 
same time, he directed driver J.C., also of Texas, to fasten 
his seatbelt in the event the Jeep rolled over before Liakos could get 
him out. The open-topped Jeep filled with water and was now being hit 
broadside by the waves. Due to the angle of the vehicle, J.C. could 
not safely escape. Liakos got a length of rope from his patrol 
vehicle, a Chevy Tahoe, and ran it from the Tahoe to the Jeep. Then, 
with the assistance of two area residents, he pulled J.C. and the 
Jeep back to the roadway. J.C. and S.R. said that they'd done 
lots of off-road driving in Texas and had felt comfortable in leaving 
the road to drive along the rocky beach. Amazingly, J.C. was able to 
restart the Jeep and drive from the scene. [Karen Newton, CR, HALE,

01-022 - Golden Gate NRA (CA) - Attempted Suicide

On January 4th, ranger Mark Warmerdam saw a woman enter the ocean at 
Ocean Beach, and noticed that she'd written a message in the sand 
saying that she wanted to kill herself. Ranger Matt Ehmann and USPP 
officer Tim McGee joined Warmerdam on the beach and approached the 
woman, who was standing in knee-deep water and was surrounded by three 
other women who were attempting to console her. The distraught woman 
told Ehmann that she'd recently been raped by a police officer. A 
female officer was requested and USPP lieutenant Connie Leonard 
responded. The woman was taken from the beach, but continued to try to 
hurt herself by hitting her head on a patrol car. As rangers and 
officers were restraining her, she began screaming "shoot me" and made 
attempts to grab both Ehmann's and Leonard's handguns. She was 
restrained and taken by ambulance to San Francisco General Hospital, 
where she was placed on psychiatric hold for evaluation. [Richard

01-023 - Haleakala NP (HI) - Indecent Exposure

A visitor contacted interpretive ranger Byron Cook and law enforcement 
ranger Jonathan Liakos on January 14th and told them that a man had 
exposed himself in the Kipahulu campground and requested sex. He was 
not in the area when Liakos got there, but the subsequent 
investigation has led to a suspect who is a "registered mental 
defective" and to multiple Maui County cases involving possible child 
endangerment, child molestation, and domestic abuse. Cook, an amateur 
sketch artist, took a crack at developing a composite drawing from 
descriptions provided by witnesses. Liakos reports that the resulting 
drawing bore an uncanny resemblance to the suspect. The investigation

NPS Mid-Level Intake Program - The January 23rd Morning Report 
contained the text of a memorandum from the director entitled 
"Servicewide Mid-Level Intake Program."  For additional information on 
this program, please visit the NPS intranet site at

New National Monuments - The "Park History National Monument" web page 
(www.cr.nps.gov/history/antiq.htm) has been updated to include 
information on the new national monuments created by President 
Clinton. The page includes a link to a BLM web page with illustrations 
and descriptions of those sites within their jurisdiction (most of 
them), a history of the Antiquities Act and its application, and a 
list of monuments established by presidents. [Harry Butowsky,

Fee Program Office Update - Cathy Burdett left the fee program office 
for a position at the Presidio Trust on December 22nd. If you have 
questions regarding the Service's park reservation system, please

fulfillment of the National Parks Pass should go to Melissa Johnson at 
the National Park Foundation at 202-530-1480. All other National Parks 
Pass program questions should be directed to your regional fee

MEMORANDA

"Law Enforcement Task Force," signed by the director on January 19th 
and sent to the regional directors and associate directors for 
administration and operations. The full text follows:

"At our National Leadership Council meeting on November 30 through 
December 1, we discussed the IACP report and what next steps should be 
taken in regards to a number of the critical needs of the National 
Park Service's Law Enforcement Program.  Associate Director Ring 
recommended, and you endorsed, establishing a Task Force to evaluate 
the recommendations of this report and to develop a comprehensive 
action plan.  I fully endorse this recommendation and have directed 
Associate Director Ring to establish such a Task Force.

"The purpose of the Task Force shall be to:

o       Evaluate the recommendations in three reports
o       Law Enforcement Programs Study
o       IACP Report
o       Women in Law Enforcement Report (where pertinent to Law 
        Enforcement Programs vs. Personnel or EO Programs)
o       Recommend appropriate responses to the recommendations in 
        these reports
o       Develop and submit an implementation strategy containing:
o       Immediate and long-term actions
o       Funding strategies actions
o       Tasks and schedule for implementation
o       Responsible officials

"The Task Force shall be made up of:

o       Task Force Chair - I have named Superintendent Steve           
        Shackleton of Pinnacles National Monument to chair this 
        effort.
o       Seven field representatives (one from each region)
o       One representative of the U.S. Park Police
o       Up to five other members based on subject matter expertise as 
        needed (Budget, FLETC, Personnel, etc.)

"The Task Force Chair shall be a field representative funded by and 
detailed to the Washington Office and shall report to the Associate 
Director, Park Operations and Education.

"Other Task Force members shall be selected from among nominees 
submitted by the Regional Directors and Associate Directors.  Their 
participation shall be funded by each Regional/Associate Director. 

"The Task Force shall submit its recommendations and implementation 
strategy to the Associate Director, Park Operations and Education 
within 3 months of its initial meeting.

"The Associate Director, Park Operations and Education shall promptly 
circulate the report of the Task Force to the NLC for their review and 
comment.  Their recommendations and action strategy shall then be 
finalized and submitted to this office for approval.  

"In addition to establishing this task force, I am also taking the 
following immediate actions.  

"It shall be the policy of the National Park Service that every 
manager with responsibility for law enforcement shall be required to 
attend a Law Enforcement for Managers Training Program sponsored and 
conducted by our Law Enforcement Training Office at FLETC.  Funds will 
be allotted to add a session of this course this fiscal year and to 
the two already budgeted.  I am also asking the Associate Director, 
Park Operations and Education, through our FLETC Training Branch, to 
maintain records on the status of compliance with this requirement.

"Additionally, I am directing that a field training and evaluation 
program be provided to all newly commissioned law enforcement 
personnel.  I am asking that the Task Force, with the assistance of 
the FLETC Training Branch, include in their report, a program proposal 
to support the field in meeting this requirement.  Funds to support 
this direction would be subject to future budget requests.

"Finally, I am directing that DO-9 and RM-9 be revised to reflect 
these new requirements.

"I ask that you all support these steps to address the critical issues 
we face in the law enforcement programs of the National Park Service.  
We must act on them deliberately and promptly.   

"If you have any questions regarding this steps I have outlined, 
please contact Deputy Director Deny Galvin or Associate Director Dick 
Ring."

PARKS AND PEOPLE

Chickasaw NRA (OK) - Rick Shireman, facility manager in the Facility 
Management Division in WASO, has been named the park's new 
superintendent. He'll begin the new job on January 28th, replacing 
Gerard Baker, who took a position in MWRO. ["Intermountain Morning 
Line," IMRO]

White Sands NM (NM) - James Mack, superintendent at Fort Laramie NHS 
in southeast Wyoming has been named the new superintendent at White 
Sands NM, effective March 11th. He replaces Dennis Vasquez, who 
accepted a position as superintendent at Bandelier NM. ["Intermountain
