INCIDENTS

01-027 - Gateway NRA (NJ/NY) - Search 

On the afternoon of January 27th, local fishermen W.B., 
39, and N.P., 31, were returning to port in W.B.'s 
20-foot clamming boat. They encountered 20 mph winds and six foot seas 
while crossing Sandy Hook Bay and placed a distress call by cell phone 
to the Coast Guard. Their vessel sank about 300 yards east of the 
shoreline near Atlantic Highlands. A multi-agency search was begun but 
was unsuccessful. Prevailing winds and currents are causing debris to 
drift into park waters. Rangers have been assisting by patrolling the 
park's shoreline to locate and secure flotsam. The investigation is 
being headed by the New Jersey State Police. [Thomas Lobkowicz, GATE,

FIRE MANAGEMENT

National Fire Plan Update

Rick Gale represented the NPS during last week's work session in 
Denver with the Western Governors' Association.  The national ten year 
comprehensive strategy was a major focus of discussion.  This document 
will set a road map for a collaborative and cooperative approach to 
wildland fire management across the country.  Other participants in 
last week's planning session included the National Governors' 
Association, Western Governors' Association, National Association of 
Counties, National Association of State Foresters, and the Wilderness 
Society. Each of these stakeholder groups will have a role in helping 
to implement the National Fire Plan (NFP). Representatives from BIA, 
BLM, FWS, NPS, and USFS (all members of the NFP's interagency steering 
group) also participated. A workgroup involving all stakeholders was 
tasked with writing the strategy.  A first draft of this document will 
be completed by early February; the final is expected in May.

Congress received the action and financial plans for the Department of 
Agriculture and the Interior (part of the NFP implementation strategy) 
on January 19th. These plans present a detailed view of how the 
agencies intend to use the FY2001 appropriation to put the NFP into 
effect.  Briefings for both Senate and House staff about these plans 
will happen later this week.  

Planning for the NFP collaboration coordinators' meeting in Denver 
next month continues.

PARKS AND PEOPLE

Glen Canyon NRA (UT/AZ) - The park is seeking two protection rangers 
who are eligible for non-competitive reassignment and interested in a 
voluntary transfer to fill two permanent STF positions at Bullfrog. 
One will be in a work/pay status for ten months, the other for six 
months. The positions can be filled at the GS-5, GS-7 or GS-9 levels. 
The positions are primarily law enforcement and covered by 6c. Major 
duties include the entire range of visitor protection functions in a 
busy emergency services operation. EMT or higher certification is 
required at the GS-7 and GS-9 levels. Shared housing is available in a 
three-bedroom house for a minimal cost. Information is available at

PBS will air a one hour program titled "Living Edens" on Wednesday, 
January 31st, at 8:00 p.m. (EST). The program will report on the 
"ecosystemic balance that has been achieved in Yellowstone National 
Park after the reintroduction of wolves." [Rick Lewis, Public Affairs,
