INCIDENTS

99-511 - Baltimore-Washington Parkway (DC/MD) - Follow-up: MVA with 
         Fatality

On the evening of August 19, 1999, a vehicle heading north on the 
parkway left the road and hit a tree. The passenger was killed in the 
accident; the operator, D.C., fled on foot, but was quickly 
apprehended by Park Police canine units. Cutchin was subsequently 
indicted on numerous charges. On February 5th, D.C.'s trial 
concluded with his conviction for vehicular manslaughter, homicide 
while intoxicated, homicide while under the influence of alcohol, and 
five related offenses. He awaits sentencing and could face up to ten 
years in jail. The lead investigator on this case was Park Police 
investigator Glenn Luppino of the Criminal Investigations Branch.

01-055 - President's Park (DC) - Shooting Incident

R.P. of Evansville, Indiana, approached the south side of 
the White House, armed with a handgun, just before 11:30 a.m. on 
February 7th. Park Police, Secret Service and Metro Police Department 
officers responded. While brandishing the handgun, R.P. pointed the 
weapon variously at himself and at officers. An officer from the 
Secret Service's Uniformed Division fired a single shot from his 
weapon at R.P., striking him in the leg. R.P. was taken into 
custody without further incident and transported to George Washington 
University, where he was treated for non-life-threatening injuries. 
R.P. was released from the hospital on February 13th; after being 
formally processed by the Park Police, he was remanded to U.S. 
District Court for arraignment. The incident is being jointly 
investigated by the Park Police, Secret Service and FBI. [Sgt. R.

National Fire Plan

Additional details on the fire position job freeze waiver, as reported 
in yesterday afternoon's supplement to the Thursday Morning Report, 
are not yet available. If they are released later today, they will be 
transmitted to all parks.

Yesterday's entry noted that a copy of Rick Gale's presentation to the 
Andrus Center for Public Policy could be obtained by sending a cc:Mail 
message to National Fire Plan. If you are on Lotus Notes or outside 
the NPS, the address is National_Fire_Plan@nps.gov. Please include 
your mailing address, as the speech is available only in print and 
must be mailed to you.

NPS Web Site Down - The NPS web site (www.nps.gov) will begin 
undergoing maintenance and will be unavailable for viewing effective 
about 2 p.m. EST today. Service will be restored in stages and the

PARKS AND PEOPLE

Booker T. Washington NM (VA) - CORRECTION: Tuesday's note on ranger 
Alice Hanawalt's upcoming retirement from the NPS cited her research 
on the Burroughs and Williams families. That should have been the 
Burroughs and Washington families.

Gettysburg NMP (PA) - Last May, the park's interpretive staff produced 
a curriculum-based distance learning program which reached  498,000 
students across 31 states.  The program, titled "Gettysburg: The 
Soldiers' Battle," was an interactive satellite educational telecast 
with combined pre- and post-broadcast web activities. The park 
recently received word that the broadcast had been nominated for, and 
awarded, a Telly in the "Television or Cable  Program For Children's 
Education" category. The Telly Awards recognize outstanding 
non-network and cable television commercials, film and video 
productions. Production professionals from across the United States 
make up the panel of judges. In 2000, there were over 11,000 entries 
in a variety of categories. Park staff and partners are in the process 
of developing the 2001 broadcast at this time. [Brion FitzGerald,

Colonial NHP (VA) - Chief ranger Jim Burnett will retire on May 3rd. 
The park is compiling a memory book of remembrances, photos, cards, 
letters and other suitable mementos. If you'd like to contribute, send 
submissions to Linda Ambrose, Colonial National Historical Park, PO 
Box 210, Yorktown, VA 23690 or via cc:Mail by April 5th. Contributions 
towards a gift may also be sent to her. Jim and his wife, Velma, will 
be honored at a retirement party at 6:30 p.m. on May 3rd at Bill's 
Seafood Restaurant. The cost is $16. Reservations and checks or cash 
should be sent to Linda Ambrose by April 20th. Since space is limited,

Grand Canyon NP (AZ) - The park has an announcement out for a 
temporary detail (120 days) as GS-025-15 assistant superintendent. 
This is strictly a detail opportunity, with no temporary promotion 
involved. The anticipated EOD date is March 11th. For more info,

On Monday, February 19th, NBC Nightly News is scheduled to run a story 
on snowmobiles in the parks, focusing on Yellowstone.  Roger O'Neill 
will do the story.  Secretary Norton declined to be interviewed. [Dave
