INCIDENTS

01-057 - Natchez Trace Parkway (MS/AL/TN) - Illegal Hunting

Last November 9th, rangers received a report of people spotlighting 
deer on the parkway. Rangers Cody Murphy and Larry Brown and state 
conservation officers responded. Murphy found the suspect vehicle. The 
occupants - A.D. III and A.d. IV - had a loaded .308 
rifle and a loaded .22 semi-automatic rifle with them. The D.s 
admitted to "headlighting" deer, but denied firing either weapon. 
There were arrested on state charges of headlighting, hunting from a 
vehicle, hunting on a public road, and unlawful shot size. On February 
15th, the D.s were found guilty on all charges; each was fined 
$2,458, lost his hunting privileges for three years, and forfeited his

01-058 - Manassas NBP (VA) - Suicide

Ranger Scott Ryan came upon an unoccupied vehicle parked near the 
Stone Bridge site at 6:30 a.m. on February 15th. Ryan checked the 
area, but found no signs of any suspicious activity. The vehicle 
remained in the parking lot throughout the day - not an unusual 
occurrence, as commuters have been known to leave vehicles in the lot 
for carpooling purposes. At 4:30 p.m., two visitors who were hiking 
cross-country found the body of a 29-year-old man in a heavily wooded 
area about a quarter mile from the lot. Evidence indicates that he 
died from a self-inflicted gunshot wound. Investigation revealed that 
he suffered from depression and had previously attempted to take his 
life by overdosing on drugs and alcohol. Ranger Gil Goodrich is

FIRE MANAGEMENT

National Fire Plan

Federal wildland fire managers are meeting this week in Denver for the 
National Fire Plan collaboration coordinators' conference.  Attending 
the two-day event are representatives from DOI, NPS, BIA, BLM, USGS, 
FWS, and the Forest Service.

Park Fires

Everglades NP (FL) - The park reports a one-acre fire in short grass 
in the Flamingo campground yesterday. Soil moistures in the pinelands 
are approaching critical values.

PARKS AND PEOPLE

Eisenhower NHS (PA) - Site manager Jim Roach will retire from the 
National Park Service on April 30th. Jim's career began in 1967 when 
he became the historian at Harpers Ferry NHP. He left that position in 
1968 for two years in the Army, including a tour in Vietnam, then 
returned to the job at Harpers Ferry. In 1972, he became chief of 
interpretation and resource management at Fort Frederica NM, then 
moved to Colonial NHP two years later to become assistant chief of 
interpretation and visitor services. In 1981, he became chief of 
interpretation and visitor services at Gettysburg NMP and Eisenhower 
NHS; when the two parks reorganized in 1995, Jim became Eisenhower's 
first site manager. Jim, his wife, Susan, and sons, Ed and Andrew, 
will continue to make Gettysburg their home for the foreseeable 
future. A farewell will be held at the Dobbins House Restaurant at 6 
p.m. on May 2nd. If you plan on attending, please contact Roslyn

Ice Age/North Country NST's (WI) - The Madison Trails Office is 
recruiting for two GS-023-9/11 outdoor recreation planners. One 
position will report to the Ice Age Trail manager. The functional 
title will be trailway planner. Duties include leading a planning 
team, developing alternative route plans, presenting plans to local 
units of government, coordinating public review, completing 
environmental compliance, and assisting and facilitating the 
involvement of public agencies and private volunteer organizations in 
the planning, development, and management of the trail, a 1,200-mile 
footpath in Wisconsin. The second position will report to the North 
Country Trail manager. The functional title will be land protection 
coordinator. Duties include providing technical assistance, guidance, 
and coordination to a broad range of public and private partners 
working to secure lands and rights-of-way for the North Country 
National Scenic Trail, a 4,200-mile footpath across seven northern 
states, overseeing and coordinating any planning and environmental 
compliance activities, and assisting and facilitating the involvement 
of public agencies and private volunteer organizations in all aspects 
of planning, developing, and managing the trail. Both positions are
