INCIDENTS
01-094 - Baltimore Washington Parkway (MD) - Shooting Incident
Two USPP plainclothes officers attempted to execute a federal criminal
arrest warrant on a man at a residence in Oxon Hill around 7 a.m. on
March 15th. The man resisted arrest and tried to hit one of the
officers with his vehicle. That officer drew and fired his weapon. A
vehicle pursuit ensued that continued into the District of Columbia
and ended up at a Beltway ramp when the vehicle went off the road and
got stuck in a ditch. The man was arrested without further incident.
Neither the man nor the officers sustained any injuries. The warrant
they were executing was for a drug violation and fleeing to elude.

01-095 - Yellowstone NP (WY) - Film Permit Violations
On February 27th, a 30-minute episode entitled "A Winter in
Yellowstone" was broadcast in the Seattle area on a weekly TV show.
The show had a segment in which the host walked off the boardwalk in a
thermal basin, dug a hole, and placed a piece of chicken in it. He
later was shown to be digging up what appeared to be a cooked piece of
chicken. Although the production company maintained that this was done
to demonstrate the hot and dangerous temperatures in geyser basins,
the park viewed it as demonstrating the old practice of attempting to
cook food in thermal areas. Most of the filming in January occurred
with an NPS monitor present, but this stunt was not originally
scripted and was conducted at a time when the monitor was absent. The
law enforcement office and public affairs contacted the company and
came to an agreement with them. The company has apologized publicly,
and has emphasized the safety and resource damage aspects of the stunt
in a statement on their web site and on a short segment that will
appear in an upcoming edition of the weekly show. The company was
cited under 36 CFR for violating the terms of their filming permit and
for digging up mineral resources. They've been placed on a "full
monitoring" probation for any filming they conduct in the park over

01-096 - Gulf Islands NS (FL/MS) - Bee Sting Fatality
S.L., a 29-year-old Mississippi resident, died on March
19th after receiving multiple insect stings while on Horn Island.
S.L. was stung on the ear, mouth, and ankle Sunday afternoon,
apparently by bees or wasps. He was on the west tip of the island with
his father when the incident occurred. Not long after being stung,
S.L. began exhibiting symptoms of anaphylactic shock and
collapsed. A short while later, the father flagged down a doctor on a
passing boat. The doctor found S.L. pulseless and began
administering CPR. They radioed the Coast Guard, then transported him
by boat to Biloxi. Further efforts to revive him were unsuccessful and
he was pronounced dead. Rangers are attempting to find the nest and

FIRE MANAGEMENT
National Fire Plan
The National Park Service's Human Resources Franchise Office has
received approval from WASO on a standard position description for
GS-0462-5/6 lead forestry technician (helitack), and verbal approval
on 6c coverage as a primary position. The announcements opened
yesterday. These are open continuous announcements - as has been the
case with other positions - with a closing date of August 5th. The
first cut-off date will be March 30th, with certificates issued to
parks on the week of April 9th. The positions covered under these
certificates are DINO, EVER, GRTE, LAKE, MEVE, OZAR, WICA, and ZION.
The announcements can be found on the NPS fire jobs web site. The
announcement numbers are NPS FIREJOBS 01-042 and NPS FIREJOBS 01-043.
Park Fires
Great Smoky Mountains NP (NC/TN) - The park conducted prescribed burns
on Cades Cover Fields yesterday. The prescription covered an estimated
166 acres. The complexity of the burn was determined to below, and the
park had contingency resources on hand. The relative humidity was
between 25% and 40%; rain was forecast after midnight.

PARKS AND PEOPLE
Virgin Islands NP (VI) - The park is recruiting for a reassignment to
a GS-9 park ranger (LE) position. The announcement number is
VIIS-01-02; it closes on April 6th. There's a one-bedroom house as the
designated housing for this positions. For more information, please

Gettysburg NMP/Eisenhower NHS (PA) - The park is recruiting for a
GS-341-13 administrative officer. The announcement is GETT-01-15 and
it closes on April 16th. The parks are located near several large
metropolitan areas. Together, they receive about 1.7 million visitors
annually. All essential facilities and services may be found in

Appalachian Trail Lands Office (WV) - The office has posted a vacancy
announcement for a GS-12/13 appraiser. The position is located in
Martinsburg, West Virginia, and can be filled at either grade level.
Promotion potential is to GS-13. The announcement number is
