INCIDENTS
01-047 - Sagamore Hill NHS (NY) - Special Event
A month-long exhibition on the Medal of Honor awarded posthumously to
Theodore Roosevelt by President Clinton earlier this year opened with
a special reception on April 1st. The honor was bestowed following a
four-year effort by family members, historians and congressional
sponsors. Roosevelt received it for leading the famous charge up San
Juan Hill on July 1, 1898. Two superior officers who themselves held
the award recommended Roosevelt for the medal, but he was not
considered, largely for political reasons. The exhibition includes the
Medal of Honor posthumously awarded to Roosevelt's son, Ted Roosevelt,
Jr., a World War II brigadier general who led the 4th Infantry
Division's landing at Utah Beach on D-Day in June, 1944. He remained
at the front until he died of a heart attack six weeks later. Other
than Arthur and Douglas MacArthur, the Roosevelts are the only father

01-048 - New River Gorge NR (WV) - Attempted Suicide
A man stopped his vehicle on the New River Gorge Bridge just after
midnight on April 6th, left a suicide note in it, then climbed over
the railing of the bridge with the intent of jumping into the
876-foot-deep gorge. A passing motorist saw him standing on the
railing and called 911. County deputies responded, closed off both
ends of the bridge, and attempted to talk him down from the railing.
After about an hour of negotiations, he began walking along the top
railing, lost his balance, and fell onto the road surface of the
bridge. Deputies ran up and grabbed him before he could get up. The
man said that he was depressed because of a long-term illness and
voluntarily committed himself to the state mental health system.
Rangers assisted the county with the road closure and follow-up

Park Fires
Great Smoky Mountains NP (NC/TN) - The prescribed burns in Cades Cove
on Wednesday covered 114 acres. All went well. Rain is forecast for
the next few days.

OPERATIONAL NOTES
NFPA Standards - The National Fire Protection Association (NFPA) has
just released the newly-adopted standards for the protection of
historic structures and cultural resources. Joe Mazzeo (NERO) and
Steve Peterson (ARO) represented the NPS on the committee involved in
the development of these standards. You may find them useful in your
efforts to further protect our resources from fire. The standards and
ordering information are as follows:
NFPA 909, Code for the Protection of Cultural Resources, 2001 Edition.

PARKS AND PEOPLE
Yellowstone NP (WY) - Superintendent Mike Finley is hanging up his
flat hat after a 32-year career with the National Park Service. Finley
is leaving the NPS for a new challenge as president of the Turner
Foundation in Atlanta, Georgia. A farewell dinner will be held May
18th at the Mammoth Hot Springs Recreation Hall in Yellowstone
National Park. Festivities will begin at 5:30 p.m., with a cash bar
and hors d'oeuvres, followed with a Southern-style buffet at 6:30 p.m.
The buffet is $20 per person. If you plan to attend, please respond by

["Intermountain Morning Line"]
Pinnacles NM (CA) - The park is recruiting for two emergency hire
GS-025-5 or 7 LE rangers, one each for the park's two districts. The
park has a critical need for LE coverage during its busy spring season
and will fill the positions as soon as possible. The ending date is
negotiable, but will not exceed the maximum tour allowed for emergency
hires. Shared housing is available. For more info, call either Neal

Virgin Islands NP (VI) - The announcement (VIIS-01-02) for the GS-9 LE
ranger position has been amended to included required occupancy and
extend the closing date to April 13th. The park also has an
announcement (VIIS-01-03) out for a GS-025-11 law enforcement
specialist. It closes on May 4th. Both are being announced

Gulf Islands NS (FL/MS] - The park has openings for two seasonal LE
rangers, both at Ship Island in the Mississippi District. The
announcement numbers are 5320-0005-01 for the GS-5 level and
5320-0006-01 for the GS-7 level. They close on April 20th.
Applications should go through the Seasonal Employment Unit in WASO

Roosevelt-Vanderbilt NHS (NY) - The park is advertising for a GS-5/7/9
ranger. The announcement is PH-RP-111008 and will be open until April

HOT LINKS
NPS Budget (www.nps.gov/budget) - The FY 2002 budget request has been
posted to the Washington Budget Office web site. It includes the FY
2002 "Greenbook" (NPS budget justification), an executive summary of
same, and the annual performance plan. Only a limited number of
Greenbooks will be published; parks and offices are encouraged to use

FILM AT 11...
NBC Nightly News will air a segment this evening on the National Parks
Conservation Association's "Top 10 Most Endangered Parks." Check your

The H.L. Hunley, a Civil War-era submarine buried for 136 years in the
Atlantic Ocean off the coast of South Carolina, was recovered on
August 8, 2000. Members of the NPS Submerged Resources Center based in
Santa Fe directed the field work in partnership with the Naval
Historical Center. NPS staff included David Conlin, Brett Seymour,
Matthew Wilson, and Claire Peachey. On Saturday, April 14th, CNBC will
air the H.L. Hunley Recovery during the two-hour National Geographic
Explorer special. Check your local listing for exact times, possibly
6:00 p.m. (MDT), 8 p.m. (ET). ["Intermountain Morning Line"]
