INCIDENTS

01-206 - Yellowstone NP (WY) - Natural Resource Violations

A vehicle was found parked in an area known to rangers for "horn 
hunting" activity on April 26th. The vehicle was stopped near dark as 
it was heading towards the park's north entrance. The occupants, a 
couple from northern Montana, had 65 pounds of mixed-size elk antlers 
under a blanket in their SUV and were arrested. They told rangers that 
they intended to obtain a permit at the entrance authorizing them to 
possess and remove the antlers, and also said that they were unaware 
of regulations prohibiting collection. A special agent conducted the 
follow-up investigation. The man and woman subsequently admitted that 
they knew collecting was prohibited in the park and said that they 
intended to remove the antlers without permission in order to make a 
chandelier for the lobby in the building where their business was 
located. Since they have no prior offenses, a plea agreement is being 
worked out in which they will pay $900 in restitution to the park and 
serve a year's probation. During that time, they will be banned from

01-207 - Redwood N&SP (CA) - Special Event

On May 5th, the Elk Meadow day use area was officially opened at a 
dedication ceremony that was attended by about 170 guests. This area 
will serve as a major hub for a variety of activities, including 
elk-watching, picnicking, biking and hiking various trails in the 
area. Among the latter will be the recently completed Trillium Falls 
trail. This area was formerly an eight-acre asphalt deck where 
old-growth redwood logs were stored while awaiting milling. The 
project took over four years to complete, and involved recycling the 
asphalt, elimination of hazardous materials found on site, major 
restoration of two creeks in the area, and construction of a restroom, 
parking lot and trail. Development of the site entailed working near 
and around habitat for several endangered species, including the 
marble murrelet, spotted owl and salmon. Several agencies were 
involved in the project or provided significant support - the Save the 
Redwoods League, Georgia Pacific, NPCA, the Federal Highway 
Administration, and the California Department of Transportation. State 
and national park staff provided labor, equipment and project 
oversight. The event was preceded by a luncheon provided by the 
Redwood Park Association at Wolf Creek Outdoor School. The Orick 
Chamber of Commerce sponsored a "mixer" after the event. [Bob Martin,

01-208 - Colorado NM (CO) - Rescue

On May 8th, B.B., 42, and T.F., 21, both of 
Grand Junction, were rappelling down a 75-foot cliff within the park 
when T.F. fell.  B.B., the belayer, was unable to completely 
arrest the fall and T.F. landed on a ledge and broke an ankle. 
Park staff helped the Mesa County Technical Rescue Team set up a 
litter raising system. T.F. was retrieved and transported to the

FIRE MANAGEMENT

National Fire Plan

No new information. Please check the NPS Fire Management Program

plan projects.

National Fire Situation - Preparedness Level 1

Initial attack activity yesterday was moderate in northern California 
and the Southwest and light elsewhere. One new large fire was reported 
in Arizona; one fire in Nevada has been contained. Thunderstorms in 
the Southwest will be mostly wet, lessening the probability of new 
fires. Dry lightning in Nevada may increase the potential for initial 
attack there. Very high to extreme fire indices were reported in 
Arizona, New Mexico, Texas, and Florida.  

A FIRE WEATHER WATCH has been posted for low relative humidity in 
northwest Florida.

Park Fires

Everglades NP (FL) - The Lopez Fire (8,033 acres - no change from 
Saturday) has been 85% contained. Full containment is expected on May 
15th. A total of 85 firefighters and overhead are assigned to the 
fire. Summary: The fire is burning in moderate to heavy fuels one mile 
west of the Homestead airport. Crews are patrolling the perimeter and 
providing protection to park improvements. A burnout operation is 
planned for today to secure fireline on the southeast corner of the 
fire.
