INCIDENTS
01-509 - Servicewide - Follow-up: Terrorist Attacks
The national NPS Type 1 team (Skip Brooks, IC) is currently organizing
in WASO and should be fully operational by tomorrow afternoon. Their
delegation of authority and goals will appear in the Morning Report
tomorrow. The NER Type 2 team (Rick Brown, IC) is operating in
Philadelphia, and has prepared a summary of the status of the region's
parks as of late this morning (below). All employees in the New York
area have been accounted for and are okay. A CISD team is en route to
the Statue of Liberty to provide support for NPS employees throughout
the New York metropolitan area.
o Federal Hall NM (NY) - Federal Hall is closed. It is located
on Wall Street, just a few blocks east of the World Trade
Center. The city is planning on reopening Wall Street on
Friday, but Federal Hall will remain closed. A preliminary
examination of the building is being made today to determine
whether a more exhaustive evaluation will be required. Of
primary concern is the effect that the collapse of nearby
buildings had upon an existing crack in the southwest corner
of the structure. The water tower did not break as had been
reported. Minor damage is also reported. A USPP sergeant and
four officers are providing security for the site.
o General Grant NM (NY) - General Grant's tomb is located on
Riverside Drive at 122nd Street, well uptown. Security there
is being provided by local police for the time being.
o Castle Clinton NM (NY) - Castle Clinton is located in Battery
Park at the southern tip of Manhattan, less than a half mile
southwest of the World Trade Center. The fortress and environs
are closed and will remain closed until reopened by the city.
The building needs to be examined for damage to mechanical
systems.
o Theodore Roosevelt Birthplace NHS (NY) - The Victorian
brownstone residence of Theodore Roosevelt during his youth is
located on Fifth Avenue at 20th Street, about a
mile-and-a-half north of the trade towers. It is closed and
will remain closed until the city lifts its request to limit
visitation to Manhattan.
o St. Paul's Church NHS (NY) - The church, used as a military
facility during the Revolutionary War, is located in Mount
Vernon, New York, though administered by Manhattan Sites. It
remains closed.
o Hamilton Grange NM (NY) - The home of Alexander Hamilton, it
is located uptown in Manhattan, a number of miles from the
trade towers. It remains closed.
o Statue of Liberty NM/Ellis Island NM (NY) - Both are closed
and will remain closed indefinitely. The Statue of Liberty
received one bomb threat last night, which proved unfounded.
Ellis Island is still serving as an alternate triage center
and morgue for the city. Refrigeration units are in place on
the island.
o Gateway NRA (NY/NJ) - The park is open, but with limited
services. NYPD is using Floyd Bennett Field as a staging area,
and the FBI has asked permission to use part of the area.
Miller Field is being used by the city as an equipment staging
area. Fort Wadsworth remains closed.
o Fire Island NS (NY) - The park has returned to regular
operations, but continues to lend assistance to other parks in
the area. One 41-foot boot and nine staff members are on
assignment to New York area sites.
o Independence NHP (PA) - Independence Hall and the Liberty Bell
have reopened. All other visitor areas remain closed.
o Boston NHP (MA) - The park is in a modified open status. The
Boston Naval Yard is closed at the request of the Navy; Bunker
Hill, Dorchester Heights and the State Street VC are open.
