INCIDENTS

01-509 - Servicewide - Follow-up: Terrorist Attacks

The National Park Service continues to provide support to its parks 
and employees, gather information on the status of field areas for 
DOI, and deal with security issues throughout the country, including 
the brokering of numerous requests for operational support. Incident 
management in Washington has transitioned from Skip Brooks' Type 1 
team to Eddie Lopez's Type 1 team. A regional Type 2 team from 
Southeast Region (Bob Panko, IC) continues to oversee the NPS expanded 
dispatch operation at Shenandoah NP. 

Members of the team in Washington are in the processing of making 
individual calls to every park in the nation to establish a 
comprehensive list of resources that can be utilized in emergencies if 
needed. About 230 calls have been made so far; more will follow this 
week. Callers are focusing on resources similar to those needed in 
past incidents, such as the floods in Yosemite and Hurricane Andrew. A 
report is due to Director Mainella by Friday.

The following is a quick run down of continuing closures:

o       Federal Hall NM and Castle Clinton NM in lower Manhattan 
        remain closed.

o       General Grant NM is closed, but will reopen tomorrow.

o       Both Statue of Liberty NM and Ellis Island NM remain closed.

o       Fort Wadsworth, Miller Field and parts of Floyd Bennett Field 
        in Gateway NRA remain closed.

o       Parts of George Washington Memorial Parkway near the Pentagon 
        remain closed. 

o       Boston Navy Yard at Boston NHP remains closed at the request 
        of the Navy. 

o       Huffman Prairie Flying Field at Dayton Aviation NHP remains 
        closed.

o       Parts of Curecanti NRA near the dam remain closed.

o       Playalinda Beach at Canaveral NS, located near Kennedy Space 
        Center, remains closed.

o       Fort Point NHS in San Francisco remains closed.

o       Hoover Dam at Lake Mead NRA is closed to truck traffic. The 
        visitor center and boat ramps above and below the dam are 
        closed.

o       The dam at Ross Lake NRA remains closed.

01-525 - George Washington Memorial Parkway (VA) - Homicide

On September 17th, fishermen found the body of a 20-year-old Arlington 
man on a trail in the wooded area of Daingerfield Island, a park 
adjacent to the parkway. The victim was last seen alive on Sunday 
evening, September 16th, in Alexandria. Detectives with the USPP 
Criminal Investigations Branch are investigating this crime as a 
homicide. The detectives have reached out to the Spanish-speaking 
community for assistance by disseminating and posting flyers in both

01-526 - Lake Mead NRA (NV/AZ) - Drowning

A.I., 38, of Las Vegas was swimming in an area adjacent to 
Las Vegas Wash with two of his sons late on the afternoon of September 
24th when he disappeared (the exact circumstances are unknown). The 
sons were rescued by visitors in the area. Divers are attempting to 
find and recover the body. [Cate Clary, Dispatch, LAME, 9/25]

FIRE MANAGEMENT

National Fire Situation - Preparedness Level 2

Three national Type 1 teams continue to support FEMA operations in 
Washington and New York. The incident name and team and narratives on 
the focus of their respective operations follows:

o       "New York City Support," Type 1 IMT (Bateman) - The incident 
        command post is at the Jacob Javits Convention Center in 
        Manhattan. The team is operating a mobilization, receiving and 
        distribution center from a warehouse adjacent to the 
        convention center. They are also  supporting the disaster 
        medical assistance team and urban search and rescue 
        operations. A planning group has been assigned to the New York 
        City Fire Department's incident command post, and the 
        communication unit leader has been assisting with radio 
        support. The GIS team is coordinating with FEMA, NYC Fire 
        Department, and the NY Office of Emergency Management.

o       "Fallen Firefighters Assistance," Type 1 IMT (Lohrey) -The 
        team is providing technical support and management for New 
        York City supply caches.

o       "Edison Support," Type 1 IMT (Stutler) - The team, which has 
        been supporting Pentagon operations, has conducted closeout 
        meetings with FEMA and is scheduled to demobilize via USFS 
        contract jet. 

Initial attack was light nationwide yesterday. Two large fires were 
contained, one each in the Northwest and Southwest.  

Very high to extreme fire indices were reported in Arizona, 
California, Colorado, Idaho, Montana, Nevada, Utah, Oregon, Texas, 
Washington and Wyoming.

NICC has not posted any warnings or watches for today.

Park Fire Situation

Glacier NP (MT) - The Moose fire has become more active due to higher 
temperatures and winds. Torching and short runs have been observed. 
The fire has now burned 70,300 acres and is still 45% contained. Total 
resource commitment: Type 2 team (Stanich), 643 FF/OH, 24 engines, six 
helicopters.

Fire Management

Yesterday's Morning Report contained a note about today's press 
conference (1 p.m. EDT, 10 a.m. PDT) on the findings of the 
investigation team examining the death of four U.S. Forest Service 
firefighters on July 10th in the Okanogan National Forest. It 
contained partial coordinates for a satellite broadcast of the event. 
The complete coordinates are as follows: Ku-Band GE3 satellite, 
transponder 18, 87 degrees WEST, and C-Band Telsat E1 satellite, 
transponder C14, 118.7 degrees WEST.
