Due to the phasing out of cc:Mail, the National Park Service's 
internal telecommunications system, the Morning Report will only be 
available via the web as of Thursday, December 6th. The specialized 
but cumbersome delivery system found in cc:Mail has become outmoded 
and is not a feature of Lotus Notes, which is replacing cc:Mail. The 
Morning Report has been posted on the NPS web site for some time now, 
and can be found at http://www.nps.gov/morningreport. Readers should 
be prepared to make the transition by December.

INCIDENTS

01-509 - Biscayne NP (FL) - Follow-up: Terrorism Alerts and Threats

In the interest of public safety and national security, the Coast 
Guard has established a security zone around the Turkey Point power 
plant, which sits adjacent to the park and just a mile-and-a-half away 
from park headquarters. The plant is partly nuclear powered. A 
significant portion of the zone, which is a triangle with sides 
measuring approximately four by eight by seven miles, overlaps the 
southwestern corner of the park. Though not yet being enforced, the 
closure will impact boaters and anglers in that area, including those 
traveling from Homestead Bayfront Park, one of the two marinas that 
empties directly into the park, to Caesar Creek, one of the primary 
routes from Biscayne Bay to the coral reefs. The zone will remain in 
effect through June 15, 2002. The Coast Guard established the zone 
partially in response to a number of suspicious incidents, including 
one at the park's Dante Fascell Visitor Center. The incidents are

01-574 - National Capital Parks Central (DC) - Assault; Attempted      
         Robbery

A citizen was walking through Logan Circle Park on October 5th when he 
was stopped by a man who attempted to rob him. The would-be-robber 
assaulted the man when he attempted to flee, knocking him to the 
ground and repeatedly kicking him in the face. Park Police officers 
met with the victim, obtained a good description of the assailant, 
found him several blocks away, and placed him under arrest. [Sgt. R.

01-575 - Clara Barton NHS (MD) - Burglary

Park Police officers investigated an alarm that sounded at the Clara 
Barton house around 3 a.m. on October 19th. The first officer to 
arrive spotted a man in the basement of the building. Arriving 
officers encircled the building and entered it along with a USPP 
canine unit. The burglar was found hiding behind a closed door and was

FIRE MANAGEMENT

National Fire Situation - Preparedness Level 2

Stam's Type 1 team is assigned to FEMA to support operations in New 
York City. The team will continue to provide planning support at the 
Duane Street Fire Station and logistics support to manage warehouse 
operations at Pier 36.

Initial attack was light nationwide on Monday. Very high to extreme 
fire indices were reported in Utah and California.

OPERATIONAL NOTES

Medical Standards Update - In an effort to assist parks that are 
short-staffed due to terrorism response callouts, rangers who have had 
"significant findings" medical review forms returned to them by 
Federal Occupational Health (FOH) and whose medical issue is basic 
(such as vision or hearing deficits) may be eligible for expedited 
medical review board appeal hearings. Materials supporting a medical 
review need to be faxed immediately to Pat Buccello, medical standards 
program manager, WASO Ranger Activities Division, 202-219-1786. This 
is a secure fax within the Human Resources Division. Waiver appeals 
need to address successful work performance in which the medical 
deficit would have been challenged, and must be supported by the 
following: 

o       An employee letter requesting an appeal

o       Statements by the employee's supervisor and three co-workers 
        supporting successful work in which the deficit would have 
        been challenged 

o       The employee's work history 

o       Any supporting medical reports that have been requested by 
        FOH. 

These medical reports also need to faxed to FOH at 404-562-7930.

ranger positions - two GS-025-7/9 protection rangers and two 
GS-025-7/9 interpretive rangers.  The vacancy announcements can be
