INCIDENTS

02-006 - Lake Mead NRA (NV/AZ) - MVA with Two Fatalities

An Arizona state police officer came upon a single vehicle rollover accident on the Temple Bar access road at 6:30 a.m. on January 9th. Park rangers responded and investigated. J.F., 51, and R.M.T.-R., 39, were both killed in the accident, which evidently occurred just after midnight. Alcohol may have been a contributing factor. [Jodi Wilson, Dispatch, LAME, 1/9]

OPERATIONAL NOTES

Internet Shutdown Status Report - As all of you know, the court-ordered shutdown of the Department of Interior's internet connections continues and is now in its second month. Both the Department and the National Park Service are fully aware of the nationwide impacts of this order on DOI agencies and are working aggressively to meet the court's requirements so that this proscription will be lifted. The shutdown occurred when a federal district court judge issued a temporary restraining order (TRO) requiring the Department to prove that it was adequately protecting Indian trust data. DOI must resolve any security issues associated with its IT infrastructure; the NPS must show that its parks and offices either have no Indian trust data or that such data is secure. This entailed obtaining certifications to this effect from those people responsible for the agency's 1600 or so servers. Other DOI agencies also must provide such certifications. Due to a small difference in the language contained on the certification form defining "Indian trust data" and the language of the final order issued by the court, the original certifications could not be used. The Service is accordingly mandating that they all be redone and resubmitted. It took about a week and a half to collect the certifications the first time, but the process will likely go much more quickly this time. The Department will then present all NPS and other agency certifications to the court for review; the court will in turn check with the plaintiff to see if the certifications are satisfactory. The time required for this process can not be accurately estimated at this point. The Washington Office is aware of the growing media interest in this case. Due to the complexity and sensitivity of the court case, it would be both inappropriate and injudicious for the agency to make any public comment. Respondents to media inquiries should simply say that the National Park Service is working with the Department of Interior to meet the requirements of the court order.
