To: All National Park Service Areas and Offices From: Division of Ranger Activities, Washington Office Day/Date: Tuesday, January 22, 2002 INCIDENTS 02-014 - Mojave NP (CA) - Homicide Victim Found On January 12th, rangers assisting San Bernadino County Sheriff's Department investigators found the skeletal remains of a missing Dallas, Texas, man who they suspect was murdered by two acquaintances last March. The remains were found about 300 yards off the Cima Road in the northeast corner of the park. Investigators believe that the 22-year-old man was killed at this location by his 21-year-old compatriots in a drug-related crime. Those two men are both in custody - one in San Bernadino, the other in Dallas. This is the third body found in this area of the park in the past two months. The sheriff's department is pursuing the investigation. [CRO, MOJA, 1/18] 02-015 - Cowpens NB (SC) - Special Event The 221st anniversary of the Battle of Cowpens was commemorated on the weekend of January 12th and 13th. More than 8,000 people visited a living history encampment manned by over 120 reenactors during the two-day event. There were 63 chapters and societies of the DAR, SAR and CAR represented at ceremonies held on Saturday. The "Cowpens Forum" with Drs. Walter Edgar and Christine Swager was taped by C-Span for their series on books, but the broadcast date has not yet been set. Ninety Six NHS chief ranger Eric Williams provided black powder assistance. There were no accidents or incidents. [Pat Ruff, CR, COWP, 1/18] OPERATIONAL NOTES Pet Management Rulemaking - An advanced notice of a proposed rulemaking regarding pet management at Golden Gate NRA appeared in the Federal Register on January 11th. The notice seeks comment on the range of potential management options for addressing appropriate pet management within the park, consistent with protecting national park resources and assuring visitor safety. Comments may be submitted in writing and/or via fax and must be received by March 12th. The complete notice is available at http://www.nara.gov/fedreg (search for National Park Service). This conference is attended annually by about 225 conservation law enforcement officers from local, county, state and federal agencies. A competition pistol shoot will be held on February 12th. February 13th is "agency uniform day," with training sessions on gang intelligence and clandestine lab awareness. Thursday, February 14th, is a full-day session on mental preparation for armed confrontations with Jim Crotty. Lodging is $55 at the Prescott Resort and Conference Center.
