INCIDENTS

02-186 - Yellowstone NP (WY/MT) - Assault with Attempt to Murder

A number of intoxicated people got into a verbal altercation on Front
Street in Gardiner, Montana, just within park boundaries, around 12:30 a.m.
on May 21st. Two of them then got into a pickup and accelerated out of the
area. According to several witnesses, the driver, R.N.,
intentionally drove toward three men who were walking back toward a bar,
running over J.G. After hitting J.G., R.N. reportedly
turned the truck around and again headed for J.G., who was now lying in
the street. The truck accelerated before  hitting and running over him and
dragging him for a few feet down the road. The truck then accelerated out
of the area toward the park's north entrance. Rangers intercepted the truck
and arrested R.N.. Other rangers and county personnel provided EMS
assistance to J.G. and began the investigation. J.G., accompanied by
a park paramedic, was taken by ambulance to a rendezvous with a Life Flight
helicopter, which in turn flew him to a hospital. The quick intervention of
emergency personnel, the provision of advanced life support, and the rapid
transport by helicopter were instrumental in J.G.'s survival. It appears
that he will recover from his multiple injuries. R.N. has been charged
with unlawful assault with intent to murder and with unlawful assault
causing serious bodily injury. While rangers were conducting their
investigation, another intoxicated driver attempted to drive around the
crime scene tape and was arrested for operating under the influence. [Mona

02-187 - National Capital Region (VA/DC/MD) - Fisheries Enforcement
Operation

On May 18th, a multi-agency task force concluded the spring 2002 operation
of Task Force Potomac, a fisheries enforcement operation on the Potomac
River in the Little Falls/Chain Bridge area. Citations were issued for 182
violations, including the illegal catch of striped bass and shad, use of
cast nets, snagging, fishing without license,, and a multitude of CFR
violations. Participating in the operation were USPP officers, NPS rangers,
USFWS agents, officers from the Virginia Department of Game and Inland
Fisheries, DC Harbor Police, Virginia Marine Resources Commission officers,
and Ft. Belvoir game wardens. [Einar Olsen, RCR, NCRO, 5/23]

02-188 - Lake Mead NRA (NV/AZ) - Boat Accident with Fatality

On the afternoon of Monday, May 27th, eight-year-old B.J. was
knocked off a boat she was on when it was struck by another vessel, then
was hit by the boat's propeller when it backed up. Her parents pulled her
out of the water immediately. An NPS boating volunteer was on the scene
within moments and reported a possible fatality to dispatch. Ranger and
state wardens responded and confirmed that the girl had died. An
investigation is underway. Alcohol may have been a factor. This was the
eighth fatality to occur in the park so far this year. [Tammy Morris, LAME,

PARKS AND PEOPLE

Cape Cod NS (MA) - The park is recruiting for a GS-341-11/12 administrative
officer. The position is on USA Jobs (NPS-BOSO-02-08) and closes on June
13th. The AO is responsible for advising on all administrative matters and
for guiding management and staff of the park toward effective management of
the park and its resources. He/she carries out these responsibilities
through supervising and directing the work of a staff of specialists,
technicians and clerks engaged in some of the functional areas of
administration, by personally performing some of the functions of the
position, and advising the superintendent, deputy superintendent, and
division chiefs on policies, decisions, and actions in the areas of
budgeting and financial management, human resources management,
acquisition, contracting and property management, information management,
housing management, administrative support services, and labor relations.
The duty station, headquarters in South Wellfleet, is located approximately
25 miles from Hyannis and 95 miles from Boston. Small residential
communities adjacent to the park provide all typical services, including
shopping, medical services, libraries, and schools at the elementary and
high school levels. Public transportation between Outer Cape towns is
limited; however, Provincetown has airline and ferry service to Boston. The
Outer Cape towns (Eastham, Wellfleet, Truro and Provincetown) offer a
variety of cultural and outdoor activities. Year-round rentals are often
difficult to obtain on the Outer Cape. Rental units are few, and when found
can range from $700 to over $1000 per month. Currently, the minimum price
for a two-bedroom, one-bath house suitable for year-round occupation and
within a 30-minute commute is around $185,000. Cost to purchase a
three-bedroom house in a town close to the park may range from $175,000 to
over $200,000.  A broader selection of houses at lower prices can be found
beyond a 30-minute commuting distance.  Permanent park housing may become
available but is extremely limited, with top priority going to the lowest

New River Gorge NR (WV) - The park is seeking applicants for a GS-341-12
administrative officer position. The park includes a 53-mile portion of the
New River between Hinton and Fayetteville which traverses the Appalachian
Mountains in southern West Virginia. New River Gorge NR administers Gauley
River National Recreation Area, which includes a 25-mile portion of the
Gauley River between the Summersville Dam and near its confluence with the
New River, and a 5.5-mile portion of the Meadow River. New River Gorge also
administers the Bluestone National Scenic River, which includes 10.5-mile
pristine section of the Bluestone River just above its confluence with the
New River south of Hinton. Park headquarters is located in Glen Jean.
Southern West Virginia is considered a low cost of living area. Dual career
opportunities may exist, as the park will be advertising other vacancies in
the future. The position is currently advertised on USA Jobs as MARO 02-28
