Mount Rushmore National Memorial (SD)
Bomb Threat

According to an Associated Press report that appeared on Saturday, a man named Shueyb Mossa Jokhan has been sentenced to federal prison for a terrorist bombing targeting Mount Rushmore. Park staff had been unaware of this threat and are working with the FBI to obtain additional details. An excerpt from the report, bylined from Fort Lauderdale, Florida, follows: "A Trinidadian immigrant received a federal prison sentence of about five years Friday for a terrorist bombing plot hatched in a mosque. Shueyb Mossa Jokhan suggested Mount Rushmore National Memorial as a target after he, a Pakistani Muslim, and FBI informants talked about bombing an armory, electrical substations and Jewish businesses. No attacks were launched and no weapons were obtained. The investigation began before last year's September 11 attacks."

Delaware Water Gap National Recreation Area (PA)
Special Event: Governor's Bike Ride

On October 3, the park hosted most of the first day of the Governor's Keystone 2002 Bicycle Ride, an annual event begun by the administration of governor Tom Ridge and continued this year by governor Mark Schweiker. The ride showcases Pennsylvania's interest in protecting the environment, enhancing tourism, and fostering healthy outdoor activities. This year's ride started at Grey Towers, the home of Forest Service founder and past governor Gifford Pinchot. The site, now a national landmark administered by the Forest Service, is on the north end of the park in the town of Milford. From there, the ride went through about 20 miles of the park's Pennsylvania District, then on to Philadelphia. Over 600 cyclists (including the superintendent, deputy superintendent, rangers and other park staff) participated. The first stop was at the park's Bushkill Access on the Delaware River, where the governor spoke briefly. Later that afternoon, the bicyclists exited the park through the borough of Delaware Water Gap. The event was supported by members of the park's maintenance, protection and administrative staff, working under ICS. Security was coordinated by the park and Pennsylvania State Police. There were no major incidents or injuries.

Cape Hatteras National Seashore (NC)
Drowning

J.F., 14, of New Carlisle, Ohio, was wading in the surf with her three siblings just north of Buxton Village late on the morning of Tuesday, October 1. Her parents called the children to shore; before they got to the beach, J.F., a non-swimmer, stepped into deep water and disappeared from view. Her mother ran down the beach and contacted some people who dialed 911 for assistance. Dare County dispatch notified all local rescue and emergency services. Hatteras DR Steve Ryan responded from Frisco Campground, about ten miles from the scene. When he got there, he climbed a nearby sand dune and used binoculars to spot J.F. in the ocean. He then swam to her through rough surf and strong currents along with a member of a local rescue service. J.F. was brought to shore and CPR was begun. She was taken to a clinic in Avon, where her pulse and breathing were restored. She was then taken to a Norfolk hospital by Dare County Medflight. Doctors were unable to maintain her breathing and heart beat without life support, though, and it was withdrawn on October 3 following a determination that she had no chance of recovery.

Glen Canyon National Recreation Area (AZ,UT)
Attempted Homicide

Rangers Matt Fisher and Ben McKay responded to a report of a stabbing victim at the Wahweap ranger station on September 12. R.C., who had been stabbed with a pair of scissors, had been brought there by his brother, L.C.. R.C. was found to be suffering from a sucking chest wound. He was stabilized and taken to a local hospital. The suspected assailant was identified as C.B., who was found near the crime scene. C.B. was seen walking out of a concession dormitory with the scissors in his hand, and was overheard saying that he needed to find a place to bury them. At the time of contact, C.B.'s blood alcohol level was .333. Rangers Eric Scott and Jared St. Clair tracked C.B.'s movement from the crime scene through the desert and found the scissors down a 30-foot embankment. The park is investigating jointly with the county sheriff's office.

Initial attack continued to be light nationwide. There were 75 new fires, none of which escaped initial attack. Very high to extreme fire indices were reported in Arizona, California, Nebraska, Oklahoma and Oregon.

OPERATIONAL NOTES

December 2-12: Driver Instructor Training

Dates: 12/02/2002 - 12/12/2002
Location: FLETC, Glynco, GA
The course provides training for driving instructors. The curriculum includes highway response, defensive driving, skid control, vehicle stops, pursuit driving, and evasive maneuvers.

December 2-13: Physical Fitness Coordinator Training

The program traings protection personnel to coordinate physical fitness and wellness programs.

Upon completion of the training, participants will be able to administer FLETC's five-part physical efficiency battery (PEB) and other assessment modes.
