Ranger, Deputies Shoot Homicide Suspect in Self-Defense
Around noon on February 21st, a National Park Service ranger
responded to a request from the Del Norte County Sheriff's Department to
assist with a shooting incident in progress at Arbor Glenn Trailer Park
in Klamath. Deputies, who had been dispatched to a reported shooting,
were being fired upon and were attempting to talk a man armed with a
rifle late identified as T.C., 52, a convicted violent
felon into coming out of his trailer. With T.C. barricaded in
his trailer, sheriff's deputies, with assistance from other agencies,
evacuated the trailer park and closed Highway 101. Despite efforts to
get T.C. to surrender, he continued to challenge and fire upon
officers. Upon arriving on scene, the ranger was instructed by the
sergeant in charge of the incident to take a position next to him while
officers negotiated with T.C.. During negotiations, T.C. began
firing a rapid succession of rounds at officers. Officers, including the
ranger, returned fire. Deputies were able to establish phone contact
with T.C. and eventually convince him to surrender. He was taken into
custody and treated for several gunshot wounds, and remains in stable
condition at Sutter Coast Hospital in Crescent City. It was later
determined that T.C. had fatally shot his 67-year-old neighbor prior
to the officers' arrival, and that T.C.'s victim had been shot
numerous times in his upper torso and extremities.

Great Smoky Mountains National Park
Search for Lost Runner
J.J., who was in training for a marathon, left his home in Knoxville
on the afternoon of February 19th and traveled to the Tremont area of
the park for a 12-mile trail run. When he started out, the weather was
unseasonably warm, with a high around 60 degrees. J.J. left his wife a
note at home, saying that he was going for aun in the park and would
return around 6 p.m. When he failed to arrive, his wife called some of
J.J.'s running friends, then called the park just after 9 p.m. A hasty
search was immediately begun, and J.J.'s vehicle was soon found in a
pull off about a mile up Tremont Road between the Middle Prong and West
Prong trails. A ground team was put in place and trails in the area were
searched throughout the night. J.J. was found the next morning when he
returned to his car. He told rangers that he'd had a planned loop route,
but that he started on the wrong trail and immediately got diverted onto
an unmarked "manway," then ended up off trail. He bushwacked down a
drainage and came out on the Laurel Creek Road. He was dressed only in
running shoes, running shorts and a T-shirt. The low temperatures
overnight in the Cades Cove area was 25 degrees. J.J. had numerous cuts
and scrapes and possible fractured ribs, but was otherwise in very good
condition.

April 13 April 23: NPS Certified Driver Operator, Glen Canyon NRA, UT. This 80-hour class is designed to provide persons participating in National Park Service structure fire suppression with technical information and primary skills essential for safe operation and proper maintenance of a fire apparatus. From this course, students will have the knowledge and take home material, instructions and documents for delivering safe driving techniques and required inspection testing and maintenance of fire apparatus. Emphasis is hands-on training of pumping skills critical to the support of personnel assigned to fire control functions. Personnel will become proficient in troubleshooting, hydraulics, drafting and multiple line pumping evolutions. This will be supported with technical literature and training manuals. After successful completion of this course the individual will be certified to drive, pump and maintain structure fire apparatus for the NPS. April 19 April 23: NPS Servicewide Basic Technical Rescue Training, Canyonlands NP, UT. This training course is designed for personnel who routinely evacuate injured or stranded persons from heights and difficult terrain. The course will provide participants with the skills to perform difficult technical rescues. Students will be required to bring technical gear, including seat harness, climbing helmet, carabiners, rappel rack, ascenders, etc. This is a very physically demanding course conducted outdoors with frequent exposure to severe heights. All participants must be in good physical condition. There is no tuition cost. All travel and per diem expenses will be by benefiting account. Point Reyes National Seashore (CA)
GS-025-9 Visitor and Resource Protection Ranger
Point Reyes National Seashore currently has a vacancy for a GS-9 ranger. This is a 6c primary coverage position and requires a Level I commission, an EMT-B certificate, and a red card. It is a required occupancy position with housing in the headlands area of the park near the lighthouse. The person in this position serves as a patrol ranger, with the opportunity to perform frontcountry and backcountry patrols by foot, mountain bike, vehicle, horseback, sea kayak, and powerboat. Additional collateral duties are assigned. This is a great opportunity to do resource protection based law enforcement in a park with land and water based opportunities. The job announcement number is 04-11 MPP.
