Three Men Sentenced For Poaching Moose
Three hunters pled guilty to moose poaching charges in the United
States District Court in Anchorage last month and were sentenced to pay
fines and serve probation. S.E.A., 39, of Homer, Alaska;
R.M.M., 25, of Kodiak, Alaska; and M.S.C., 35, of
Victor, Idaho, were each fined $500 and ordered to pay $2,000 in
restitution to the National Park Service for illegal hunting within the
national park section of Lake Clark National Park and Preserve.
S.E.A. and M.S.C. were charged with unlawful taking of wildlife and R.M.M.
with possession of unlawfully taken wildlife. All three have been placed
on federal probation for a period of time during which they are not
allowed to hunt or accompany any hunter in the field anywhere in the
United States. S.E.A. was the principle shooter and is on probation
for 18 months; R.M.M. and M.S.C. each received 12 months probation. In
September, 2001, the three men went moose hunting in a coastal area of
the national park. A local fishing guide who witnessed the three
in the park contacted a park ranger when he felt they were acting
suspiciously. A ranger contacted the men at their camp and informed them
that hunting was illegal in a national park. The ranger did not see any
moose carcass in the camp. A ranger pilot on patrol later
discovered the kill site near the camp's location. The site was
investigated and it was determined that a bull moose had been shot and
some remains were still at the scene. Rangers and investigators
were then able to track the men by the information they found in the
field. The restitution money paid to the National Park Service will be
held in a donation account that is used for wildlife enforcement and
hunter education.

Baltimore-Washington Parkway (MD)
Fatal Single-Vehicle Accident
Just before 4 a.m. on March 7th, Park Police officers were dispatched
to an accident on the parkway. A blue Acura Integra with Maryland tags
heading south on the highway went off the ramp to Route 197 and hit a
tree on the driver's side, killing the driver and sole occupant. It was
later learned that he was an off-duty D.C. police officer. The accident
is being investigated by Park Police criminal investigation branch and
traffic safety unit.

Greenbook Now Available
The National Park Service FY 2005 budget "Greenbook" is now available.
Like most Federal bureaus, the NPS, by law, submits a budget request to Congress for each fiscal year. The NPS submits its budget proposal in a publication called Budget Justifications (aka, the "Greenbook") which includes a summary of bureau accomplishments for the current year and funding requests for the next year. The NPS Budget Justifications book is organized by appropriation including Operation of the National Park System, National Recreation and Preservation, Historic Preservation Fund, Construction and Major Maintenance, and Land Acquisition and State Assistance. It also includes budget information for each of the units and programs of the NPS.

Copies Available of Laws of 107th Congress
