NATIONAL PARK SERVICE MORNING REPORT BLACKBERRY EDITION Friday, February 10, 2006 =============================================================================================================== INCIDENTS Lake Mead NRS Rangers Assist in Confrontation at Hoover Dam On Monday, February 6th, a 47-year-old man forced himself into the home of a Henderson, Nevada, woman and subsequently stole her vehicle. He then drove to Hoover Dam, where he failed to stop at the security checkpoint and continued towards the dam. When he reached a second security point, he rammed a Hoover Dam patrol vehicle, injuring the officer, then fled back towards Boulder City with other Hoover Dam police officers in pursuit. Along the way, he intentionally rammed several citizen's vehicles. Rangers followed the chase until the vehicle was disabled by spike strips deployed by Boulder City PD officers. As rangers and Hoover Dam officers were taking the man into custody, a responding Boulder City police vehicle collided with one of the parked and unoccupied NPS patrol vehicles. As it spun around, it struck one of the rangers, causing minor injuries, and forced another ranger to take evasive action, which also caused minor injuries. The man was transferred to police in Henderson, where several felony charges are pending against him. Federal charges will be filed shortly. The Hoover Dam officer and the two rangers were taken to local hospitals, where they were treated and released. The Boulder City PD officer was not injured. [Mary Hinson, Deputy Chief Ranger] Rocky Mountain NP Illegal Hunting Conviction On January 13th, a woman from Firestone, Colorado, pled guilty to hunting within the park and to possessing a loaded weapon in a vehicle. A male companion pled guilty to possessing a loaded weapon in a national park. On November 19, 2005, rangers received a report of two people wearing hunter blaze orange and carrying a rifle along the Endovalley Road within the park. When they contacted the pair, the woman told them that she had shot a deer near the paved Alluvial Fan Nature Trail. She and her companion had been tracking the animal's blood when rangers arrived. The injured animal was not found, but blood tests confirmed that she'd shot an elk. The woman will pay two $350 fines - one for hunting within a national park, the other for possessing a loaded weapon within a national park. She also forfeited a .243 caliber Weatherby rifle with sling and Tasco scope and a .25 caliber semi-automatic Berretta. The man was fined $200 for possessing a weapon in a national park. The woman was carrying a deer hunting tag for the antlerless season for a hunting unit east of the park and a similar elk tag for a unit west of the park. Both said that they weren't aware that they were in a national park. Endovalley, however, is approximately three miles past the park's Fall River entrance on U.S. Highway 34. Closing date for applications is February 10th. March 14 - March 17 REVISED: Boundary Management, Catoctin Mountain Park, MD. Upon conclusion of the course, participants will be able to research boundaries, plot a deed, then identify, find and mark a boundary. Part of the session will be spent in the county courthouse, learning to use courthouse records and perform deed searches. There will be three sessions in the field, performing boundary identification and maintenance. This is a one-of-a-kind class in learning how to manage your boundary from A - Z. The class will be co-taught by NPS and BLM and will include a field boundary handbook. It is very unlikely that this class will be presented again, so register now before the class fills up. March 20 - March 24 NPS Housing Training and Workshop and QMIS/Rates Training, National Conservation Training Center, Shepherdstown, WV. This training and workshop will provide National Park Service employees responsible for employee housing a better understanding and working knowledge of the NPS Housing Program. Specific topics will include roles and responsibilities, WASO updates, QMIS inventory requirements, required and non-required occupancy, safety and health issues, needs assessments, condition assessments (FMSS/FCAS), GPRA, housing management plans, PMIS projects, DAB, budget tracking and conflict resolution. The housing training and workshop will begin at 1 p.m. on March 20th. QMIS and rates training will follow on March 21st. This 40-hour interdisciplinary course is the second course in the resource stewardship and protection curriculum, developed with support from the Natural Resource Challenge. Participants will also receive instruction in the functions and roles that contribute to effective interdisciplinary group work and practice these skills through resource protection case studies. April 24 - April 28 Servicewide Basic Technical Rescue Training, Canyonlands NP, UT. This training course is designed for personnel who routinely evacuate injured or stranded persons from heights and difficult terrain. The course will provide participants with the skills to perform difficult technical rescues. Students will be required to bring technical gear, including seat harness, climbing helmet, carabiners, rappel rack, ascenders, etc. This is a very physically demanding course conducted outdoors with frequent exposure to severe heights. May 1 - May 5 Eastern High Angle Rescue Course, Big South Fork NRRA, TN. This course is designed to instruct rangers and response personnel who are tasked with the extrication of victims in a high angle environment. All participants need to be in good physical condition and are expected to spend periods of time on fixed lines with high exposure. The course will begin with basic knots and anchors and will progress to rigging rescue load anchor systems and finally to patient packaging in a litter, attending a litter on a cliff face, and raising and lowering rescue loads. Participants need to supply their own harnesses, helmets, gloves, and personal locking carabiners. Travel and per diem will be benefiting account.
