NATIONAL PARK SERVICE MORNING REPORT BLACKBERRY EDITION Friday, February 17, 2006 =============================================================================================================== INCIDENTS George Washington Memorial Parkway Follow-up on Homicide Investigation A homicide on Dangerfield Island was reported to Park Police detectives on the afternoon of May 28, 2005. The victim was subsequently identified as a 48-year-old man from Alexandria, Virginia. The medical examiner ruled that he had died of strangulation. An investigation into the murder was begun that culminated in the arrest of a 35-year-old man, also from Alexandria, on June 10th. He was charged with felony murder, but later pled guilty to second-degree murder. On February 11th, he was sentenced in federal court to 30 years in prison. Park Police detectives were credited with outstanding work in putting together the case that led to the conviction. [Sgt. Scott Fear, USPP] Richmond NBP Auto Accident with HazMat Response On Tuesday, February 14th, a 30-year-old man from Raleigh, North Carolina, was eluding a Hanover County deputy sheriff who was pursuing him for speeding when he drove his Jeep Cherokee into the park's Beaver Dam Creek unit at a high rate of speed. As he entered the unit, he passed a park maintenance employee and drove over a median strip, which caused the vehicle to go airborne and hit a tree, then land in the creek. He was extricated by county fire and rescue personnel and refused medical treatment. A hazardous waste boom system was set up by the county and a local contractor to collect the small amount of oil and gas which leaked into the creek. A Hanover County magistrate judge ordered the man to pay for the cleanup. Several charges were filed by the county, including driving on a suspended license. Resource damage charges are pending by NPS. March 14 - March 17 REVISED: Boundary Management, Catoctin Mountain Park, MD. Upon conclusion of the course, participants will be able to research boundaries, plot a deed, then identify, find and mark a boundary. Part of the session will be spent in the county courthouse, learning to use courthouse records and perform deed searches. There will be three sessions in the field, performing boundary identification and maintenance. This is a one-of-a-kind class in learning how to manage your boundary from A - Z. The class will be co-taught by NPS and BLM and will include a field boundary handbook. It is very unlikely that this class will be presented again, so register now before the class fills up. March 20 - March 24 NPS Housing Training and Workshop and QMIS/Rates Training, National Conservation Training Center, Shepherdstown, WV. This training and workshop will provide National Park Service employees responsible for employee housing a better understanding and working knowledge of the NPS Housing Program. Specific topics will include roles and responsibilities, WASO updates, QMIS inventory requirements, required and non-required occupancy, safety and health issues, needs assessments, condition assessments (FMSS/FCAS), GPRA, housing management plans, PMIS projects, DAB, budget tracking and conflict resolution. The housing training and workshop will begin at 1 p.m. on March 20th. QMIS and rates training will follow on March 21st. May 1 - May 5 Eastern High Angle Rescue Course, Big South Fork NRRA, TN. This course is designed to instruct rangers and response personnel who are tasked with the extrication of victims in a high angle environment. All participants need to be in good physical condition and are expected to spend periods of time on fixed lines with high exposure. The course will begin with basic knots and anchors and will progress to rigging rescue load anchor systems and finally to patient packaging in a litter, attending a litter on a cliff face, and raising and lowering rescue loads. Participants need to supply their own harnesses, helmets, gloves, and personal locking carabiners. Travel and per diem will be benefiting account. Participants will be staying at a park campground in order to reduce costs and make night operations and exercises more accessible. It is the goal of this course to familiarize both new and seasoned investigators with the various disciplines of "detecting deception." This is accomplished though learning to recognize non-verbal body language, eye-assessing cues (neuro-linguistics), and by being introduced to the newest form of conducting a detailed analysis of verbal and written statements.
