Three Sentenced On Charges Related To Game Smuggling
A federal judge sentenced two Hawaii hunters to community service on
Monday following an investigation into the inter-island smuggling of
axis deer by helicopter. Neither man was charged with the smuggling
itself, but prosecutors said their actions introduced axis deer to the
Big Island for the first time and harmed the environment as a result.
D.R. of Mountain View was sentenced to 100 hours of community
service and ordered to pay a $1,000 fine for illegal transport, a Lacey
Act misdemeanor. J.G. was ordered to perform 100 hours of
community service for operating an illegal guiding service, a Lacey Act
misdemeanor, for taking an unlicensed hunter (an undercover Fish and
Wildlife Service special agent) to shoot game animals on his ranch in
upcountry Maui. J.G. must also pay a $15,000 fine and will be on
probation for one year. The deer were introduced to the Big Island as
part of a trade for mouflon sheep in December 2009. The animals were
taken between the islands by Maui helicopter pilot T.H. A
federal judge last month sentenced T.H. for illegal transport, a
Lacy Act misdemeanor. He will be required to help the Big Island
organization that is trying to eradicate deer by providing the group
with 500 hours of flight time. The Big Island Invasive Species Committee
has so far killed three deer within a two-mile radius of where D.R.
released the deer. Conservationists, state officials and ranchers worry
that the deer could harm Big Island forests, farms and ranches if they
become established there. The assistant U.S. attorney said that D.R.
released the deer because he believed it was his right to hunt and
provide for his family. But he said D.R. failed to understand there are
rules and laws to protect the environment and community and that he
didn't have the resources to contain the deer. He said prosecutors
brought the case before the court to deter others from similarly
transporting and selling wildlife. The U.S. Fish and Wildlife Service
led the investigation, assisted by the National Park Service
Investigative Services Branch. The case was prosecuted by the U.S.
Attorney's Office District of Hawaii.

Lake Mead National Recreation Area (AZ,NV)
Man Dies While Scuba Diving In Lake
A 48-year-old Utah man died of unknown causes last Saturday while
scuba diving in the Black Canyon area of Lake Mead. Early that
afternoon, park dispatch received a marine band radio call reporting a
diver floating face down in the water. Rangers and Nevada Department of
Wildlife wardens responded and began CPR, but they were unable to revive
him. According to witnesses, the man was a mixed gas dive instructor who
was diving with a group to depths of around 350 feet when he ran out of
air. His dive partner shared a spare tank as the two began their ascent.
At some point, the man separated from his safety line and made a free
ascent without gas. The other divers ascended using normal decompression
without incident.

Cold conditions will continue across most of the northern half of the nation as a strong Canadian high pressure system sinks well into the southern Plains. Scattered showers will linger along the Front Range of Wyoming and Colorado. Snow showers will continue over the upper Midwest. Scattered showers and thunderstorms will form along a cold front that stretches from Texas to New York. Warm weather will remain over the Southwest and across the Southeast.

October 15 – October 19 – Explosives Handlers' Certification, Rocky Mountain National Park, Estes Park, CO. This course will provide the requisite 40 hours of learning for blasters-in-training or 24 hours of learning for recertification of experienced blasters. Topics cover rules and regulations of the NPS blasting program; commercial explosives and detonators, primers and boosters, safety hazards, PPE, product deterioration and disposal; transportation; storage and inventories; area security and signal systems; accident and theft procedures; methods of initiation; loading, tamping and stemming; blasting safety hazards; the blaster's role, authority and responsibility; basics of blast design and rock mechanics; and reports and records. The course includes one full day of field training, class quizzes, and a final exam. Upon satisfactory completion of the course, attendees will be granted an NPS blaster's certificate appropriate to their level of training and competency. There are eight spaces available in this class. There is no charge for tuition. Travel expenses are to be paid for by the benefitting account. October 15 – October 26 – Fire Apparatus Driver/Operator Course, Glen Canyon NRA, AZ. This 80-hour class is designed to provide persons participating in NPS structural fire suppression efforts with the technical information and primary skills essential for the safe operation and proper maintenance of a fire apparatus. Emphasis is on hands-on training of pumping skills critical to the support of personnel assigned to fire control functions. Personnel will become proficient in troubleshooting, hydraulics, drafting and multiple line pumping evolutions. This will be supported with technical literature and training manuals. After successful completion of this course the individual will be certified to drive, pump, and maintain structure fire apparatus for the NPS. The closing date is September 14th. November 5 – November 9 – Fire Instructor I Course, Glen Canyon NRA, AZ. This course is designed to provide firefighters with the information needed to meet the job performance requirements in NFPA 1041, Standard for Fire Service Instructor Professional Qualifications. This 40-hour class prepares fire service personnel with the skills necessary to deliver instruction materials, including assembling course materials and the use of instructional aides and evaluation tools. Knowledge and skills will be tested throughout the course and course graduates will be qualified as fire instructors within the National Park Service with accreditation through the National Board of Fire Service Professional Qualifications. Tailored to executive-level managers of national parks, protected lands, marine sanctuaries, and cultural heritage sites, this international seminar focuses on strategic protected area leadership, innovation and organization renewal. The course also builds professional friendships that serve as an international peer association that continue to deepen each year. Participants learn to lead strategic change by anticipating change, reinvigorating their organizations, and incorporating innovative thinking into their management. A practical framework is applied to real-world case studies, and participants develop a take-home action plan to address a challenge that participants bring from their own park. The four modules focus are as follows: Leading Change and Organizational Renewal, Context Matters: Trends and Critical Issues in Public Land Management, Innovation in the Field, and Generating Motivation and Commitment. The seminar begins at the Institute at the Golden Gate in San Francisco, proceeds to UC Merced, and wraps up in Yosemite National Park. Past keynote speakers include Professor Charles O'Reilly III of Stanford Graduate School of Business, Ruth Coleman, former director of California State Parks, NPS Director Jon Jarvis, Harvard Professor Emeritus E.O. Wilson, and former President Jimmy Carter. Twenty-seven applicants will be selected to participate in the seminar. Selection will be based on a competitive application process and committee review. Nationwide Programmatic Agreement Toolkit. To help guide NPS staff on implementing the NPS nationwide programmatic agreement, which governs Section 106 of the National Historic Preservation Act, the NPS has developed a "toolkit." The toolkit is mandatory training that provides guidance to NPS superintendents and Section 106 coordinators, division chiefs, and facilities staff at region and park levels on using the programmatic agreement during Section 106 review. NPS employees may earn a certificate for their review of the toolkit through DOI Learn by taking a final assessment. Archeology for Interpreters. Through this training, interpreters and anyone with an interest and need to know – including law enforcement rangers, natural resource experts, and managers -- may gain basic knowledge about archeology. Supervision
New Supervisor Development Program. This new training and development program, which was begun last year, is designed specifically for first-time supervisors within the 12 month probationary period of their initial appointment. The New Supervisor Development Program (NSDP) is a blended learning program that is delivered both online and in residential (three day) sessions across the country in collaboration with Bureau of Land Management, and the Fish and Wildlife Service. The online modules (completely free of cost) are available on DOILearn as preliminary work, and include the basics of in knowledge and skills for a first-time supervisor. Completion of these modules is followed by a three day Supervisory Skills Workshop (SSW) that provides synthesis and skills practice. The NSDP satisfies the initial 40-hour new supervisory training required by OPM (5CFR 412.202). There will be no cost to parks and regions in FY 2012 – all costs (tuition and travel) are being funded by WASO Learning and Development. Registrations for the SSW are managed via regional employee development officers by slot allocation. Northeast Region
Associate Regional Director Rick Harris Has Retired
Richard "Rick" Harris, associate regional director for natural resources, science, conservation and recreation assistance in Northeast Region, retired on October 3rd.
Rick began his federal career in 1976 working on wilderness management issues with the US Forest Service in the Pacific Northwest. From the beginning of his National Park Service career in 1983 at Mount Rainier National Park to his final assignment, Rick has been a champion for protecting and preserving resources in parks.
Rick worked in nine parks, four regions and WASO. He was a graduate of the natural resources training program, a member of the Natural Resources Challenge Council, has been a strong advocate of professionalization in natural resources, and served on the steering committee to develop and implement the Natural Resources Career Training Academy.
Rick had a distinguished career and served as division chief for resources stewardship and science at two parks, as superintendent of two parks, and as ARD. In the latter role, he led a diverse cadre of professionals in the protection and preservation of resources and wild and scenic rivers and in connecting people to parks.
"I've had a most rewarding career and have had the opportunity to play a role in advancing resources stewardship and park management in the NPS," he says. "Along the way, I've been fortunate to be associated with an incredible cadre of dedicated employees and to lead and mentor the next generation of stewards. Because of my career path, I've been able to be involved with key issues throughout the country, visit places that most would envy the opportunity to explore, and meet and work with truly great people. "
In retirement, Rick will continue working with the training academy, playing the blues, spending time with native Chihuahuan Desert landscaping at his home near Las Cruces, New Mexico, perfecting his pitmaster skills, traveling the globe (first up Ireland and Scotland), and lendintg his skills to protecting wilderness and large landscapes when called upon.
