Passing Of John R. McClelland

John Ross McClelland (55) of Volcano, HI passed away January 11, 2013, from complications from surgery. John was the electrician at Hawaii Volcanoes National Park. He began his park service career 15 years ago.

John was born in Monmouth, Il, and spent his childhood in Chicago and moved back to Monmouth to finish school.

He moved to Yellowstone National Park in 1980, and worked for the parks' concessioner, TW Services in maintenance for the next 6 years. He continued his construction career working for Profit Construction in Gardiner, MT for the next 5 years, and in 1991 began working for Amerigas Propane as a service technician.

John met his wife Amy at Yellowstone's Old Faithful Snowlodge in the winter of 1981-1982, and they married August, 1982.

They moved to Hawaii Volcanoes National Park in 1995, where she still makes her home.

John started his park service career in 1997 as a Volunteer Eruption Duty Ranger at the lave flow site. He continued his career progressing as a seasonal laborer and maintenance worker and finially settled in the position of Electrician. John loved his job and was known around the park for never sitting still, and continually volunteering for projects. He traveled throughout the Hawaii parks helping on special projects and relishing the challenges the parks offered.

He enjoyed hiking, boating, canoeing, fishing, building houses, landscaping and gardening, and helping friends do the same.

John was recently honored with an article in the U.S.G.S. Volcano Watch Newsletter, as follows in part:

Among HVO's most valued maintenance "champions" is the late John McClelland. As the Park's electrician, John maintained HVO's mechanical and electrical systems for more than a decade. He was essentially on duty 24 hours a day, 7 days a week, to respond to emergency facility issues at HVO and in the Park, including all power failures and fire alarm alerts, to ensure that all systems came back online properly and were in good working order.

John had an inspiring "can-do" attitude with every challenge he faced at HVO. His broad experience in constrction meant he was a "jack of all trades" and could efficiently solve almost every problem that arose. He also provided valuable advice on a wide range of facility issues, especially when signigicant upgrades were needed. His work ethic was second to none, and his dedication to support HVO with a confident smile was widely appreciated by all. Sadly, John passed away, but his friendship, laughter, and generous spirit will be fondly remembered by the entire HVO Staff.

So, in light of John's love of life, work, and the HAVO friends and park family, a Celebration of Life gathering will be held at the Kilauea Military Camp on Friday, April 19, 2013, at 4:00 p.m. , Hawaii Volcanoes National Park, HI. The scattering of ashes will be private.

The McClelland family requests any memorial donations be made to the Arthritis Foundation in John's honor.

United States Park Police
Aviation Unit Changes Commanders, Adds Staff

On March 5th, the U.S. Park Police Aviation Unit celebrated the addition of a new pilot and paramedic to its ranks and a change in commanders.

Officer Jonathan Lindley received his pilot's wings after hundreds of hours of flight time with the U.S. Park Police. Lindley also was a helicopter pilot in the U.S. Army and did tours in Iraq and Afghanistan.

Officer Samuel Karns received his paramedic wings after approximately two years of training.

Michael Libby, former commander of the Aviation Unit and recently promoted to captain, will be assigned as commander of the Planning and Development Unit. Lieutenant Simeon Klebaner will be assigned as commander of the Aviation Unit.

GS-1640-11 Chief Of Maintenance (Detail)

Applications are being accepted from career and career-conditional employees from Northeast Region for a 120-day temporary promotion or detail opportunity to Martin Van Buren NHS.

The person selected will be responsible for planning work and supervising a staff of two permanent maintenance staff as well as hiring and supervising seasonal maintenance workers in their regular duties. She/he will:

  • Oversee preservation work on historic structures, repair work on non-historic structures, maintenance and repair work on various utilities and systems, gardening/landscaping work on a significant cultural landscape, management of the park's vehicle fleet and equipment, management of the park's environmental management program and management of the park safety and occupational health program.
  • Work with contractors on maintenance and repair of park facilities and infrastructure.
  • Apply his/her knowledge of current facility management computer programs such as FMSS, PMIS, CESS, PST, and others to track work orders and asset conditions, develop new work orders, establish needs for a cyclic maintenance and repair/rehab program and develop new facility projects.

Qualifications include a year of specialized experience equivalent to at least the GS-9 grade level in the federal government. Examples of specialized experience include but not limited to:

  • Managing a full range of park facility management programs.
  • Initial project implementation from a new General Management Plan.
  • Development of a strong cyclic maintenance and repair/rehab five year plan for the park.

Applicants must meet the specialized experience and time in grade requirements for a temporary promotion.
