Summary:
PARACHUTIST. At approximately 10:00 am on Thursday, 10/16/86 an Austrian
citizen; identified as N.S.F., gained access to the arm
portion of the Statue, where he climbed the ladder to the torch area.
After gaining access to the torch, which is normally closed to the
public, he jumped and deployed a parachute. Subject came to rest on the
lawn area of Liberty Island. He was taken into custody by the Rangers
and after consulting with the U.S. Attorney's Office, he was taken
directly to their office in lower Manhattan.

There was a news film crew on the Island at the time of this incident.
They photographed Mr. N.S.F.' jump. The film is currently in the
possession of the park staff. It should be noted that Mr. N.S.F. has
previously jumped from the World Trade Center, and attempted to obtain a
permit from Wholper Productions to make his jump from the Statue during
the July 4th. activities. However, his request was denied at that time.

Summary:
Employee of Circle Boat Line observed person of foreign nationality
(believed to be Lebanonese) carrying two containers of what appeared to
be gasoline on the boat. NPS Ranger was also on boat returning from
mainland; boat employee notified Ranger. Ranger approached gas carrier
and inquired of his intent. Foreigner indicated he intended to immolate
himself upon reaching Liberty Island. The Ranger confiscated the gas and
contacted NYPD who took the person into custody and handle the case.
