INCIDENTS

91-18 - Cape Hatteras (North Carolina) - Cocaine Confiscation

On January 16th, a visitor reported the discovery of a bag of 
what appeared to be drugs six miles north of the village of 
Ocracoke.  Rangers were sent to investigate and found several 
bags of cocaine in the tall grass and scrub cedars between 
Highway 12 and the dunes of the adjacent beach.  More bags were 
found the following day.  A total of 27 one kilo bags  nearly 60 
pounds  were eventually collected.  The cocaine was found to be 
100% pure and was estimated to have a wholesale street value of 
$1.5 million.  Dead grass under the bags indicated that it had 
been on the ground for some time, and the sharp smell of acetone 
emanating from the bag confirmed that it was in a state of 
deterioration.  A September, 1988, edition of a newspaper from 
Bogota, Columbia was discovered among the bags.  The DEA has 
been contacted and will pick up the cocaine.  [Larry Roush, CR,

91-19 - Western Regional Office (California) - Demonstrations

The Federal Building in San Francisco, which houses the 
Service's Western Regional Office, was closed down on January 
15th and 17th due to blockage of all entrances by protestors 
opposed to the war with Iraq.  It's estimated that about 8,000 
people took part in the demonstrations.  A total of about 1,500 
people were arrested; 1,000 were taken into custody on the 17th 
alone, the most ever arrested in one day in the city's history.

91-20 - White House/Lafayette Park (Washington, D.C.) - Demonstrations

An anti-war demonstration was conducted by 15,000 protesters 
outside the White House on the 19th.  City police arrested eight 
protestors, including two for blocking a city street.  Park 
Police officers arrested one man for setting an American flag on 
fire.  He was cited for having an open fire.  [United Press
