INCIDENTS

91-21 - Golden Gate (California) - Homicide

While on patrol in the Marin Headlands just after 10:00 p.m. on 
the 18th, rangers Cheung and Mitsuyasu saw a fire with flames 
reaching ten feet in height.  As they drew closer to the flames, 
their emergency overhead lights picked up two vehicles fleeing 
the area.  Cheung requested backups and road blocks, and the 
vehicles were successfully intercepted and their occupants 
detained.  The body of an adult female was discovered within the 
flames.  Preliminary investigation indicates that she was 
abducted in San Mateo, California, sexually assaulted and 
strangled in Concord, then transported to the park and burned.  
The three men in the vehicles  M.S.B., 20, 
M.S.I., 27, and A.S.I., 24  were 
arrested and charged with homicide.  The victim's name is being 
withheld until next of kin are notified.  [MaryBeth McFarland,

91-22 - Big Thicket (Texas) - Drowning

On the morning of January 19th, T.E.J., 48, was 
pursued into the park's North District by county sheriffs after 
being discovered in the process of attempting to burglarize a 
residence in nearby Holly Grove.  T.E.J. tried to elude deputies 
by swimming across Menard Creek, which was swollen by heavy 
rains, but drowned in the process.  The park learned of the 
incident from a newspaper article two days later.  [Mike

91-23 - Redwoods (California) - Water Rescue

G.S., 44, and E.K., 39, both of Crescent City, 
California, were sailing on a 25-foot sailboat on the 12th when a 
25-foot-high wave swept them from the deck, then drove the boat 
into a jetty and destroyed it.  E.K. was able to get safely to 
the jetty, but G.S. remained in the water about 75 yards from 
shore.  Ranger Evan Jones-Toscano was notified of the situation 
by the local sheriff's department; he donned a wetsuit, swam out 
to G.S., and pulled him to safety.  G.S. was treated for 
exhaustion and hypothermia at a hospital in Crescent City.

MIDEAST INCIDENT UPDATE

We have instituted this section in the morning report in order 
to keep you posted on security advisories and incidents 
associated with the war in the Mideast and will maintain it as 
long as circumstances warrant.  Contact Major Jack Schamp with 
any relevant information.

San Francisco - On the 19th, 15 US Park Police officers were 
assigned to the Federal Office Building for a demonstration by
120 members  of the Marin Peace and Justice Coalitions.  Military
police  assigned to the Presidio arrested 49 of 3,000 demonstrators
who  appeared at that location.

Manhattan Sites/Statue of Liberty - Rangers and Park Police 
officers are providing increased, around-the-clock security at the 
statue, Castle Clinton and Old Federal Hall.

Jefferson National Expansion - Rangers have increased security 
and have installed magnetometers loaned by the US Park Police.

OFFICE NOTES

1) Those NPS rangers who will be attending the U.S. Army ranger 
training session at Fort Benning are to report to Building 5024 
on Sunday evening, February 10, 1991.  Information has been 
mailed to regional offices providing additional details on this
