INCIDENTS

90-353 - Yellowstone (Wyoming) - Followup on Poaching Arrest

On January 11th, M.M., 30, G.M., 33, and 
J.M., 46, all of Gillette, Wyoming, pled guilty in 
federal court in Cheyenne to the illegal killing of a bull elk 
inside the park's east boundary north of the east entrance on 
October 1, 1990.  The men forfeited three horses and tack to the 
park, paid a total fine and restitution of $1,263 each, and were 
placed on three years probation.  While under probation, the 
three are barred from entering the park, possessing firearms or 
other weapons (including bow hunting equipment), or hunting, 
trapping, guiding or accompanying anyone engaged in these

91-44 - Gateway (New York) - Double Homicide

A citizen reported finding two bodies in the NPS-owned refuge in 
Jamaica Bay at about 9:00 a.m. on the morning of the 5th.  US 
Park Police officers responded and found that the men had been 
blindfolded with duct tape and had had their hands bound behind 
their backs  one with metal cuffs, the other with plastic 
"flexicuffs"  before they were killed.  They apparently were 
shot to death.  There were hand-lettered signs under each body.

91-45 - Lake Mead (Nevada/Arizona) - Suicide

Rangers and Las Vegas PD officers found the body of a 62-year-old 
man from Chula Vista, California, at Christmas Tree Pass on 
February 5th.  The man had died from a gunshot wound.  A Ruger 
revolver was found near the body.  Investigators have determined

received, permits issued for demonstrations, and demonstrations 
or incidents that occur which are related to the war in the Gulf.

1) Butch Farabee of this office has been selected as the new 
superintendent of Padre Island in Texas.  He will EOD on March 
10th.  If you've been thinking about putting in for one of the 
periodic openings in this office, we'd like to note here that 
successful work in Ranger Activities can put you in a good 
position for the future.  Here's where people who've left this 
office have gone over the past five years (except for the two 
Park Police majors, Bob Zarger and Mike Healy, who retired from

3) Only three applications were received for the aviation 
coordinator training session which was to be held in Boise March
