INCIDENTS

91-147 - National Capital Region (Maryland) - Lands Cases

U.S. Park Police investigators have just concluded investigation
and legal action on two lands cases in the region. The first
began in March, 1989, when USPP received a report that from
14,000 to 16,000 cubic yards of soil had been stolen from NPS
land in Maryland. Investigators were able to match soil from
the location with soil which had been employed as a land fill at
a nearby construction site. The Assistant United States
Attorney decided not to prosecute if an agreement for
restitution could be made, and the malefactor accordingly agreed
to restore the property, plant grass and trees on the land,
maintain the area to insure growth of the plantings, and donate
$100,000 to the Service to construct handicapped access
facilities at Ford's Theater. The second case originated in
June of 1990 when the U.S. Navy cleared trees from a tenth of an
acre of NPS land near the Suitland Federal Center in Suitland,
Maryland. The trees were taken down because of security
concerns. An agreement was reached in April whereby the Navy
purchased and ceded 1.8 acres of land located in the same area
to the NPS and agreed to plant $23,000 worth of trees and
construct a softball field and other facilities. [Report from
