INCIDENTS
91-439 - Jefferson National Expansion (Missouri) - Followup on
Special Event
The three-and-a-half day Veiled Prophet Fair attracted over 1.5
million visitors this year. No major law enforcement incidents
were reported during the weekend. One person was struck by
lightning, but suffered only minor injuries and refused medical
attention. Due to severe thunderstorms, the fair was ended at
3:00 p.m. on Monday, prior to the last air show, fireworks and
stage show featuring Kenny Rogers. The fair was closed because
of concerns for public safety and possible damage to park
grounds. Over 40 interpretive rangers from throughout the
nation provided visitors with information at the large 75th
anniversary display. One Mid-Atlantic and three Midwest special
events teams provided security and crowd control at the fair.

91-474 - Blue Ridge (North Carolina/Virginia) - Poaching Arrests
Just after 4:00 a.m. on the morning of August 25th, rangers Dirk
Wiley and Bobby Miller responded to a call from a visitor at
Peaks of Otter campground who complained about shots being fired
in the vicinity. When the rangers arrived, they spotted a car
with a .22 caliber rifle inside and blood smeared on its rear.
They saw a light moving through the woods and soon apprehended
two men whose boots, clothes and hands were covered with blood.
A third man was taken into custody a little later. The trio
E.P., W.A., Jr., and D.D., all
from local towns admitted to killing a doe and fawn after
spotlighting them with the headlights of their car. The three
were arrested and charged with violations of state and federal
laws for spotlighting and poaching. [CompuServe message from

OPERATIONAL NOTES
1) Last Friday, we ran a note about the draft revision of the
technical manual for delineating wetlands which was published in
the Federal Register on August 14th. It stated that comments
were being accepted for a limited period of time. Although that
statement may have implied otherwise, all comments should be
sent to regional environmental coordinators, who will in turn
send them to Washington for forwarding to the Department.
