INCIDENTS

91-504 - Cape Hatteras (North Carolina) - Assault on Ranger

Just after 5:00 p.m. on September 18th, seasonal ranger Ken 
Burress was advised of a possible DWI offense in the Bodie 
Island area.  Burress soon sighted, followed and stopped the 
vehicle at the Oregon Inlet Marina.  The driver could not 
produce a license and had the odor of an alcoholic beverage 
about him.  After administering some field sobriety tests, 
Burress arrested and handcuffed him.  While ranger Charles Baird 
watched the driver, Burress began a search of the vehicle 
incident to the arrest.  Burress asked the other occupants of 
the vehicle to exit and stand away; all but one woman complied.  
She finally emerged from the vehicle but refused to move away 
from it.  Burress advised her that she was under arrest for 
interfering with the search and began to handcuff her.  As he 
did so, she attempted to hit him with her free hand.  After 
Burress got her under control and cuffed, the driver twice 
attempted to kick Baird in the groin.  Baird grabbed his foot 
and pushed him back.  As the man fell, he struck his head 
against the vehicle and suffered cuts and abrasions.  Both 
prisoners were taken to a medical facility for examination 
(including X-rays) and treatment; the man had abrasions and an 
injured toe and foot, the woman had abrasions and a broken foot.  
He has since been charged with assault on a federal officer, DWI, 
refusing to submit to a chemical analysis, driving while his 
license was revoked and failure to signal.  She was charged with 
drunk and disorderly and interfering with agency functions.

91-505 - Jefferson National Expansion (Missouri) - Arrest of 
Fugitive

Rangers found a man asleep on park grounds at 1:20 a.m. on 
August 28th.  He was awakened and asked to provide 
identification.  He said that he had none, but gave a name, 
social security number and date of birth.  Local and NCIC checks 
showed no records for that name and number.  The rangers 
continued questioning him and finally got his correct date of 
birth, social security number, and name, M.P.  Checks 
then showed that there were outstanding warrants against M.P. 
for sexual battery and attempted premeditated first degree 
murder from Brevard County in Titusville, Florida.  M.P. waived 
an extradition hearing and is now awaiting trial in Florida.

91-506 - Delaware Water Gap (New Jersey/Pennsylvania) - MVA with 
Fatality

L.F. was driving north on Route 209 in his pickup on 
the afternoon of September 19th when he skidded into the 
southbound lane while attempting to slow for another vehicle and 
collided with a 1988 Oldsmobile operated by S.S., 68, 
of Havertown, Pennsylvania.  The force of the collision caused 
the trailer L.F. was towing to break free from the pickup's 
hitch.  The trailer hit the front of S.S.'s car, collapsed 
the car's front and roof as it rolled over it, then hit a Chevy 
Cavalier operated by R.P. of Jim Thorpe, Pennsylvania.  
The Cavalier had already struck a guard rail as R.P. attempted 
to avoid the trailer.  S.S. was extricated from his vehicle 
and medevaced to a local hospital, where he underwent emergency 
surgery for multiple injuries.  He died later that evening.  A 
total of eight individuals were in the three vehicle involved in 
the accident; four were treated for injuries.  Route 209 was 
closed to traffic for over and hour while S.S. was 
extricated and other victims were treated.  [CompuServe message
