INCIDENTS

91-541 - Glacier (Montana) - Bear Mauling

D.J., 31, and R.A., 27, both residents of 
Montana, were hiking on Trout Lake Trail on October 6th when 
they spotted two grizzlies on the trail.  One of the bears 
charged from about 50 yards away and attacked Johnson.  When 
R.A. went to his assistance, the bear attacked her, then 
left the area.  Both suffered multiple puncture wounds, and one 
of D.J.'s elbows was broken.  The couple hiked four miles 
back to their car, then drove for help.  They are now in a 
hospital in Kalispell and are reported to be in stable condition.  
The park closed trails in the area near the attack and planned 
to send a patrol to the scene of the incident to try and 
pinpoint where the attack occurred.  Punitive action against the 
bear is not planned.  [Associated Press report, 10/7]

91-542 - Yosemite (California) - Drug Arrest

Rangers in the Wawona District contacted V.T., 32, of 
Fresno, California, on the morning of October 6th and cited him 
for an illegal fire.  V.T. became agitated during the 
encounter and was subsequently patted down for weapons.  While 
the pat down was underway, V.T. threw a plastic bag 
containing marijuana on the ground.  He was arrested and taken 
to the park's jail, and was found to be under the influence of 
PCP at the time of his booking.  An additional pound of 
marijuana and a pound of suspected PCP were found during an 
inventory search of Trevino's property.  V.T. also had stab 
wounds no more than four days old on his chest.  Investigators 
are currently trying to determine who was to receive the drugs 
V.T. was transporting.  V.T. has an extensive criminal 
history for drug trafficking, robbery, assault on a peace 
officer, and other violent crimes.  He will be charged with 
felony narcotics distribution and with being under the influence 
of a controlled substance.  It is believed that V.T. would 
have resisted arrest if he had not been injured.  [J.R.

OPERATIONAL NOTES

1) A contract to operate the Servicewide reservation system (SRS) 
for the NPS has been awarded to HSN MISTIX Corporation, a 
subsidiary of Home Shopping Network, located in San Diego, 
California.  

MISTIX has extensive experience providing camping and tour 
reservations for the Hearst Castle, various state park systems 
and the Forest Service.  The current SRS contract with Ticketron 
expires on December 16th; MISTIX will begin operation of the 
system the following day.  

The post-award conference was held October 2nd and 3rd in 
Washington.  Attending were representatives from the contractor, 
WASO Contracting Office, Accounting Operations, Ranger 
Activities, Information and Data Systems, Western Regional 
Office, and one of the parks on the system.  Initial efforts 
will focus on implementing the new reservation service at Joshua 
Tree, Death Valley and Yosemite due to heavy visitor use of 
those areas during winter months.  The remaining parks will be 
brought on line prior to the traditional visitor season.  

MISTIX personnel are contacting park staffs to arrange visits to 
the parks for joint staff orientation, installation of equipment, 
park staff training, facility site surveys, mail inventory, and 
so forth.  Some of these contacts will require short turnaround 
times for requested information.  We ask that you cooperate 
fully with MISTIX personnel to assure efficient system 
implementation.  The new 800 reservation number and mail address 
for reservations will be determined in the near future and will 
be passed on to you via the morning report.  When all 
reservation parks are on line and operating, we will attempt to 
arrange an onsite orientation at the MISTIX facility in San 
Diego for selected reservation park and regional staffers.  

For the next several months, questions relating to 
implementation of the new contract should be directed to Wes 
Kreis, the contracting officer's technical representative for 
the contract.  He can be reached here in Ranger Activities at 
FTS 268-4205 or 202-208-4205.  Upon implementation of the contract, 
your regional SRS coordinator will be responsible for providing 
daytoday guidance.  Wes and MISTIX personnel will provide them 
necessary support on policy, contractual, technical and 
operational matters.
