This special edition of the Morning Report is being sent to you at the request
of the Directorate to convey information pertaining to the current shutdown. 
All parks and offices should continue to contact their shutdown coordinators
for specific guidance and instructions.

The following memo sent to members of the Directorate and to all field area
shutdown coordinators by Deputy Director Reynolds this afternoon (Friday,
January 5th):

 Today (Friday, January 5) the House has passed a bill that would allow
all National Park Service employees (excepted or furloughed) to go back
to work immediately, and to be paid for the time period from December 16
through today.  We are told, but do not know, that the President will
sign this bill; when and if he does, authorized WASO personnel will
contact shutdown coordinators in the field to implement back-to-work
activities and open the parks as soon as possible.

 There are aspects of this bill that need further clarification by the
Administration, most notably (1) the language that says that the NPS is
permitted to conduct "all projects and activities necessary to
accommodate visitors and to provide for visitor services" and (2) the
condition that personnel not performing these specified duties will once
again become furloughed after January 26 if no superseding legislation is
enacted.

 These and other aspects of this bill will be further clarified as soon as
possible.  HOWEVER, WHEN AND IF THE WORD IS DISSEMINATED THAT THE
PRESIDENT HAS SIGNED THIS BILL, ALL NPS EMPLOYEES SHOULD BE CALLED BACK
FOR THEIR NORMAL SHIFTS, AND ALL WORK SHOULD BE RESUMED IN THE NORMAL
FASHION.
