                           MORNING REPORT

This special edition of the Morning Report is being sent to you at the request
of the Directorate to convey information pertaining to the current shutdown. 
All parks and offices should continue to contact their shutdown coordinators
for specific guidance and instructions.

The following memo, entitled "Opening: First 48 Hours," was sent to all members
of the Directorate and all superintendents by Deputy Director Reynolds at 10
p.m. on the evening of Friday, January 5th:

 We have just received the order to reopen.  Please proceed in accordance
with the instructions we have been providing to your headquarters and
Field Area shutdown coordinators.
 
 The reopening of the National Park Service provides us with an
opportunity to return to our duties.  While these are very hard times and
a challenge for all of us, we need to support our employee needs, protect
our resources, provide for visitor services, and reach out to our
neighbors and partners.

 As you address the many issues for reopening, please consider the
following:

 o Take care of your employees first by assessing their personal
needs, by working as a group to reopen your area, and by being
prepared to go the extra step with each employee.

 o In reopening the parks, start immediately to work with the
community, cooperators and partners.  Special attention should be
given to working with the press and local community leaders.  Each
park should assess park condition and operational readiness.
Although conditions may warrant an incremental opening of a park,
open it for a normal operation for this time of the year as quickly
as possible.

 o Of major concern to all employees will be questions regarding pay,
benefits, leave, etc.  We are still receiving guidance on these
matters, and will transmit this information to you as soon as
possible.  We do know that employees will be paid for the furlough
period.  All time and attendance clerks should prepare to report to
work no later than Monday, January 8.  Additional direction will be
coming to you and your coordinators from Mary Bradford.

 Further guidance will be made available to all employees throughout the
weekend and on Monday.  Thank you.
