INCIDENTS

96-58 - Crater Lake (Oregon) - Assist; Structural Fire

On February 8th, a fire broke out in a 90-year-old store in Fort Klamath, an
unincorporated village with no fire protection located about 25 miles south of
the park.  Eight park firefighters responded and worked the fire for about four
hours.  Although the store was a complete loss, no other structures - including
a nearby park employee's residence - suffered significant damage.  Town
residents were very grateful to receive park assistance.  Many were unaware
that the park had the capability to fight structural fires.  [George

OPERATIONAL NOTES

1) Hatch Act Reminder - On several occasions in recent weeks, messages have
been circulated within the cc:Mail network - generally imported from external
sources through Internet - which specifically encourage employees to influence
other employees to advance or oppose legislation before Congress.  Under
provisions of the Hatch Act, federal employees are expressly forbidden from
using appropriated funds to lobby Congress or to encourage others to do so. 
Although current cc:Mail costs are not excessive, use of the system to
disseminate such messages is definitely an unlawful use of appropriated funds. 
Moreover, cc:Mail is for official government use only.  While it's permissible
to transmit information on legislation via cc:Mail, it is a serious violation
of law to promote and disseminate anything endorsing or encouraging specific
action - no matter how important or praiseworthy a recommended action may be.
Details can be found in "Standards of Ethical Conduct for Federal Employees." 
A computer-based training program on ethics is also available that takes about
an hour to complete.  Contact your servicing personnel office or the human

2) Albright-Wirth Fund Grants - This year's deadline for applications for
grants from the Horace Albright - Conrad Wirth Employee Development Fund for
FY97 is March 15th.  The fund provides financial support for NPS employees to
develop or renew skills deemed relevant to agency initiatives.  Projects are
selected for funding by a panel of experienced NPS employees and rated
according to how closely they correlate with NPS goals.  Interested employees
must complete the two-age application form and return it via cc:Mail to
Victoria Clarke in WASO.  Applicants may submit only one proposal under each
category each year.  Applications received after March 15th or submitted either
by mail or by hand will not be accepted.  Inquiries should be directed to your
local employee development office or to Victoria Clarke at 202-523-9079.

OBSERVATIONS

Today's submission came on an attached file that didn't contain the submitter's
name (the cover cc:Mail message has long since dissipated in the electronic
ether).  It's over 20 years old, but still relevant:
