INCIDENTS

95-796 - Indiana Dunes (Indiana) - Resource Conviction

The person who started a six-acre fire in the park last December appeared
before a federal magistrate on February 16th. He was fined $200 and ordered
to pay $849 in restitution. The latter included the park's costs for fire
suppression, a resource assessment by the park botanist, and the
investigation by park rangers. The funds will go into the account that was
used to fund these activities. [Bill Gabbert, FMO, INDU]

96-94 - Padre Island (Texas) - Drug Arrests

Rangers have arrested several people for drug trafficking through the park
since late last year. Two men were arrested with ten pounds of marijuana on
December 29th. They arrived by boat at Bird Island Basin and were arrested
after they trailered the boat and attempted to leave the park. Two more men
were arrested on February 26th for smuggling 500 pounds of marijuana through
the park. Their Chevrolet Suburban was administratively forfeited to the
park. On March 6th, a fifth drug trafficker was arrested while transporting
30 pounds of marijuana through the park. [Dan Wirth, ACR, PAIS]

96-95 - Virgin Islands (Virgin Islands) - Illegal Aliens Arrested

On March 7th, ranger Elmo Rabsatt came upon several Chinese nationals walking
on a road at the east end of St. John. That section of the island has been
used to drop off other Chinese nationals in the past, including a total of
about 60 people in 1995. Rabsatt eventually contacted 17 Chinese nationals
and turned them over to the Immigration and Naturalization Service. [CRO,

OBSERVATIONS

Today's park-related quote comes from Frank Partridge at Big Cypress:

"In my experience in connection with [Yellowstone NP], I have been very
forcefully impressed with the danger to which it is subjected by the greed of
private enterprise. All local influence centers in schemes whereby the park
can be used for pecuniary advantage. In the unsurpassed grandeur of its
natural condition, it is the pride and glory of the nation, but, if under the
guise of improvement, selfish interests are permitted to make merchandise of
its wonders and beauties, it will inevitably become a by-word and a
reproach."

                                 Capt. Moses Harris, U.S. Cavalry,
                                 Superintendent, Yellowstone, date
                                 unknown
