INCIDENTS

96-98 - Kaloko-Honokohau (Hawaii) - EMS Assist; Life Saved

On March 6th, Hawaii County EMS dispatch called the park for assistance with
a man who had collapsed at Honokohau Harbor.  Ranger Tom Crockett found that
the victim, D.A., had a pulse but was not breathing.  Crockett
opened D.A.'s airway, restoring his breathing, and continued to monitor
his vital signs until relieved by county paramedics.  County police located a
substance believed to be heroin in D.A.'s possession.  According to
witnesses, he apparently injected a drug to help him sleep following his
return from a long commercial fishing trip.  [Jerry Case, CR, KAHO]

OPERATIONAL NOTES

Grants Available - The North American Wetlands Conservation Council has
allocated $250,000 for a trial small grants program to encourage new partners
in order to fund wetlands conservation activities.  The grants are being
offered to further the objectives of the North American Wetlands Conservation
Act (NAWCA), which are to promote long-term conservation of North American
wetland ecosystems and waterfowl and other migratory birds, fish and wildlife
that depend on such habitats.  Basic conservation actions supported by NAWCA
are acquisition, restoration and enhancement of wetlands and wetlands
associated habitats.  Proposals must contain a grant request of under $50,000
to be eligible, and must meet the 1:1 non-federal matching requirements of
NAWCA.  Matching contributions must be in cash, goods, services or land and
must at least equal the grant request; be permanent, non-reimbursable and
dedicated to a project; and be documented by a partner letter.  Funding
priority will be given to individuals or organizations that have never
received NAWCA grants and projects with new partners.  Proposals must be

MEMORANDA

"Fire Program Training", signed on February 16th by the Associate Director,
Park Operations and Education, and sent to all field directors, SSO
superintendents and park superintendents (attention FMOs).  Requires that all
NPS full-time FMOs attend the course, and highly recommends that all
collateral duty FMOs do so as well.  The contact for further information is

"Special Directive 91-5 (Revised): Delegations of Authority for the Approval
of Rights-of-Way", signed on February 16th by acting Director John Reynolds
and sent to the directorate, field directorate and WASO division chiefs. 
Amends the special directive by delegating authority to approve new ROW
permits to field directors and authority to approve amendments, renewals and
other minor actions pertaining to ROW permits to superintendents.

OBSERVATIONS

Today's park-related quote comes from the compilation of NPS-related
