INCIDENTS

96-101 - Big Bend (Texas) - ARPA Convictions

A year-long investigation into suspected looting of archeological
sites in the park culminated on March 11th in the conviction of four
defendants on six charges of disturbing and possessing archeological,
cultural and natural resources.  Over the year, rangers investigated several
seasonal residents of the area in connection with reports of illegal
collecting in the park.  On March 9th, a vehicle belonging to one of the
suspected collectors was found parked at an access point to several
archeological sites.  Rangers hiked in, began surveillance of the area, and
watched four people collect items for about an hour.  They were stopped near
the west entrance as they attempted to leave the park.  Among the 35 objects
that they'd taken were arrowheads, points, chips, a knife and a rainbow

96-102 - Everglades (Florida) - Aircraft Accident

On the afternoon of March 13th, the park's communication center was contacted
by the Marathon Key airport and advised that a private plane with engine
trouble was going to be making a forced landing about five miles west of the
Flamingo radio antenna.  Rangers and Coast Guard personnel were notified and
headed for the area.  Meanwhile, controllers at the airport in Homestead
reported that another pilot had spotted the aircraft lying upside down about
a half mile west of Flamingo, but that the pilot was walking around and had
waved to him.  Responding parties confirmed that the pilot, B.K., 30,
of New York, was okay.  Although the two-seat Cessna 152 had about 30 gallons
of aviation fuel on board, there was no leakage into the surrounding area. 
Arrangements are being made to remove the plane by helicopter, as it is in a
wilderness area.  Investigation revealed that B.K. was a student pilot with
about 40 hours flying time.  He was returning to Fort Myers from Marathon
when he lost power and set the plane down.  B.K. crossed about 30 miles of
open water before he made landfall at Flamingo.  [Flamingo District, EVER]

NPS-9 - A work group has been established to review comments on the first
draft of NPS-9, the Service's law enforcement guideline, and to prepare a
revised text.  The group will meet all this week at FLETC.  Members are Rick

MEMORANDA

"Special Directive 95-13: Electronic Mail," signed by acting Director John
Reynolds on March 8th and disseminated to the directorate, field directorate,
program center managers, WASO office chiefs and team leaders, and
superintendents.  The purpose of this special directive "is to articulate
National Park Service policy regarding electronic mail, and the principles
and procedures which the NPS will employ as it utilizes current electronic
mail technologies and as it adapts to future technological developments in
this area."  Contains specifics on access to electronic mail, user and
supervisor responsibilities, general use and protocols, use for formal
correspondence, and other related matters.
