INCIDENTS

96-103 - Badlands (South Dakota) - Falling Fatality

Four youths in their late teens were drinking in a remote section of the
park's South Unit in the early hours of March 17th when one of them left the
group and failed to return.  Following unsuccessful efforts to find him, his
friends summoned assistance.  Ranger Gerald Roy, tribal police officers and
county deputies began a search.  One of the tribal officers found the 17-
year-old boy's body just after 2 a.m.  He had fallen about 100 feet and
suffered significant head injuries.  Two officers became stranded in their
efforts to reach the victim and were assisted by personnel using climbing
equipment.  The body was recovered with the assistance of the county search
and rescue team.  [John Donaldson, BADL]

96-104 - Rocky Mountain (Colorado) - Assist; Multiple Rescues

Rangers have assisted the Forest Service and county search and rescue team on
four incidents in the adjoining Arapaho National Forest this month.  On March
1st, rangers helped rescue three snowmobilers who spent the night in a snow
cave after their machines became stuck on a steep hillside.  On March 13th
and 16th, ranger Jim Richardson assisted on three separate incidents
involving injuries, including a fractured arm, possible fractured ribs with a
pneumothorax, and a snowmobile collision with a tree which resulted in a
dislocated shoulder.  The park's snowmobile rescue sled has proven to be a
valuable asset to area SAR personnel.  [Joe Evans, CR, ROMO]

96-105 - Lincoln Home (Illinois) - Special Event

On March 18th, Senator Bob Dole visited the park with members of his campaign
staff, security personnel and about 20 media representatives.  Particular
attention was focused on Senator Dole as he stood in the middle of the
Lincolns' double parlor, the same spot where Abraham Lincoln stood when he
received the official notification from the Republican Party that he was
their presidential nominee for the 1860 election.  The senator was
well-versed in Lincoln history, and is currently reading David Herbert
Donald's best-selling biography, "Lincoln."  Following the tour, Senator Dole
stopped in the Lincolns' back yard, chatted with visitors, and signed
numerous autographs, mostly on the free printed tickets used by the park for
scheduling tours of the home.  He was met there by Governor and Mrs. Jim
Edgar, who also spent time with visitors and the media.  The entire group
then left the park for a political rally at the state capitol.  The incident

Correction - Yesterday's Morning Report said that one of the three upcoming
training sessions on incidental business permits and special park uses would
be held in San Francisco between May 21st and 23rd.  Those dates have
changed.  The course will now be held between June 12th and 14th.  For

Proceedings Available - Steve Cinnamon in MWFA reports that Dr. Dave Lime,
University of Minnesota CPSU, has copies of the proceedings from the Fourth
International Outdoor Recreation and Tourism Trends Symposium held in St.
Paul last May.  The cost is $35 (includes postage and handling).  Multiple
copy orders will be discounted.  The proceedings cover trends in recreation
participation, demand and supply, wilderness, ecotourism, international and
domestic tourism, cultural diversity, economic assessment, human dimensions
of wildlife and fisheries, partnerships, changes in society, information
super highway, quality service management, accessibility, leisure equipment,
environmental change, changes in government, urban recreation, environmental

Bike Patrol Information Sought - Karen Whitney at Lake Mead is compiling
information for an article on bike patrols in the NPS and is attempting to
determine, among other things, the total number of parks with bike patrol
operations, why and where they are used, and the number of rangers involved. 
Interesting incidents or experiences, whether serious or humorous, would also

House Resources' Subcommittee on National Parks, Forests and Lands (Hansen):
Oversight hearing on historic preservation; H.R. 563, to amend the National
Historic Preservation Act to prohibit inclusion of certain sites on the
National Register of Historic Places; H.R. 1179, to authorize appropriations
for the preservation and restoration of historic buildings at historically
black colleges and universities; and H.R. 3031, to amend the Act of October
15, 1966 (80 Stat. 915), as amended, establishing a program for the
preservation of additional historic property throughout the Nation.

House Resources' Subcommittee on National Parks, Forests and Lands (Hansen):
Oversight hearing on federal lands and federal regulation of private
property.

Senate Energy and Natural Resources' Subcommittee on Parks, Historic
Preservation and Recreation (Campbell): Hearing on S. 305, to establish the
Shenandoah Valley National Battlefields and Commission in Virginia; H.R.
1091, to improve the National Park System in Virginia; S. 1225, to require
the Secretary to conduct an inventory of historic sites, buildings and
artifacts in the Champlain Valley and the upper Hudson River Valley;  S.
1226, to require the Secretary to prepare a study of battlefields in the
Revolutionary War and the War of 1812 to establish an American Battlefield
Protection Program; S.J. Res. 42, designating the Civil War Center at
Louisiana State University as the United States Civil War Center.
