INCIDENTS

96-126 - Gateway (New York/New Jersey) - Kidnapping, Stolen Vehicle, Fatality

On March 30th, F.C., 32, of Atlantic Highland, New Jersey, was
riding his bike in the park's Sandy Hook Unit when he was struck and killed
by a stolen vehicle driven by T.S.  Also in the car were two
children, ages four and seven, that she'd abducted from a family for whom she
was working.  Rangers Kevin Heuser and Pete Torterell made the initial
response, but were joined by many other rangers.  She was captured and
arrested within a half hour of the accident.  The children were not hurt and
were later reunited with their family.  T.S. has been charged with
kidnapping, auto theft, and vehicular homicide.  The U.S. attorney has
deferred prosecution to the county prosecutor's office.  [Frank Mills, CR,

96-127 - Kobuk Valley (Alaska) - Poaching

Rangers are investigating the poaching of three moose in Kobuk Valley about
100 air miles from Kotzebue.  Evidence has been retrieved from the carcasses
of a cow and calf eight miles downstream from Onion Portage, and from another
animal found five miles further downstream.  Preliminary investigation
indicates that as many as seven wolves and two wolverines were also killed at
the cow-calf site.  The local Alaska Airlines station manager provided
rangers with an x-ray machine in order to find bullets in the head of one of
the moose.  The investigation has entailed multiple river ice landings in the
park's Cessna 185, which is equipped with wheeled skis.  There have been no
apprehensions yet.  Northwest Alaska has one patrol ranger for an area larger
than Massachusetts, Connecticut and Rhode Island combined.  [Jon Peterson,

96-128 - Death Valley (California) - Search and Rescue

On March 28th, F.M. and K.S., both 22-year-old Air Force Academy
students, set out on a day hike in the Natural Bridges area.  They employed
free-climbing techniques to circumvent several dry falls, but an anchor
pulled out at one of them and K.S. fell about 15 feet, dislocating his right
shoulder and thumb.  F.M. free descended to a second 20-foot dry fall,
leaving K.S. at the top to return to the trailhead to summon help by
cellular phone.  Ten park employees assisted in the rescue.  K.S. was
belayed down the fall, then walked out - with assistance down three rock
scrambles - to a waiting ambulance.  He was taken to a hospital in Las Vegas.

RESOURCE MANAGEMENT

Joshua Tree (California) - Air Quality

The Air Resources Division has commented on the draft EIS/EIR for the
proposed Eagle Mountain landfill project near Joshua Tree.  Their review
revealed that the Mine Reclamation Corporation's preferred alternative would
result in 39 occurrences of a perceptible plume at one site, and a total of
89 occurrences at all observer sites.  They concluded that the high frequency
of plumes would likely have an adverse impact on visibility.  Several issues
were also identified that will require further analysis or discussion in the
final EIS/EIR in order to fully disclose the potential air quality impacts on

SCA Resource Assistance Program - Applications for summer Resource Assistance
Program (RAP) positions under NPS appropriations are being held until the
Interior/NPS budget is passed.  Once funding levels are set, SCA will mail

United States Code and Regulations - On Friday, we carried a note regarding 
sources for acquisition of CD ROM versions of the U.S. Code and CFR.  The AO
at Lincoln Home subsequently sent along a note advising that the park had
found another source for all 50 CFRs, with quarterly updates - Solution
Software Corporation, 1795 Turtle Hill Road, Enterprise, FL 32725 (phone:
407-321-7912, fax: 407-323-4898).  The search and retrieve used is Adobe
Acrobat for DOS or Windows, and it is provided with the annual subscription. 
Cost is $198 for one copy and $396 for two copies; purchase limit is two
