INCIDENTS

96-145 - Valley Forge (Pennsylvania) - Drug/Stolen Vehicle Arrest

On March 24th, ranger Tony Macri stopped a vehicle matching one reputedly
used by burglars in a neighboring township.  A check of one of the three
occupants, R.S., led to the discovery of a quantity of
marijuana; he was accordingly placed under arrest.  The registration was run
through NCIC and revealed that the vehicle had been stolen in Upper Merion
township.  The two remaining occupants of the car were arrested, and the
driver, H.F., was taken to a local prison.  H.F. faces charges of
motor vehicle theft and receiving stolen property.  R.S. was charged
with possession of a controlled substance and later released.  The third
suspect, a juvenile, was released to a family member.  [Scott Kalbach, CR,

OPERATIONAL NOTES

Jurisdiction Update - There has been activity on several fronts in the
Service's continuing effort to move from proprietary to concurrent
jurisdiction where applicable:

o Tennessee - The concurrent jurisdiction package for Tennessee is still
on Capitol Hill being reviewed by the Senate Committee on Energy and
Natural Resources and the House Committee on Resources.  They each have
60 days to review the document.
o Alabama - Governor Fob James has signed the agreement conveying
concurrent jurisdiction to Little River Canyon.
o New Jersey - On March 8th, Deputy Director Reynolds signed the letter
of acceptance of concurrent jurisdiction for the five parks - Delaware
Water Gap, Sandy Hook, Morristown, Edison and Ellis Island - that were
covered by the legislation passed by the state.  The Appalachian Trail
was not included in the legislation, and application will have to be
made to cover these lands.
