INCIDENTS

96-547 - Grand Canyon (Arizona) - Special Event

On Wednesday, September 18th, President Clinton and Vice President Gore
visited the park to announce the creation of the new, BLM-administered 1.8
million acre Grand Staircase - Escalante National Monument in southern Utah. 
A crowd of about 3,500 invited gusts and visitors listened to comments by
President Clinton, Vice President Gore, Secretary Babbitt, and Robert Redford
near the El Tovar Lodge on the canyon's rim.  President Clinton then signed
the historic proclamation at the Powell Memorial.  The presidential visit -
the first since President Bush's trip to the park exactly five years ago to
the day - was managed under ICS, with 188 NPS, BLM and USFS personnel
committed to the park and another 45 state and local law enforcement
personnel outside the park. [Dwayne Collier, IC] 

96-548 - Bering Land Bridge (Alaska) - Aircraft Incident

On September 7th, ranger/pilot Joe Holland successfully landed a Cessna 206
with a flat tire on a remote dirt strip in the park without damaging the
aircraft or injuring any of his three passengers.  Passengers Russ Wilson and
Jon Peterson climbed a nearby cliff face and made contact with Northwest
Alaska Areas ranger/pilot Richard Kemp, who was flying 160 miles to the
north.  Kemp and Alaska state wildlife protection officer Curt Beddingfield
were able to remove a matching rim and tire off an aircraft in Kotzebue. 
Beddingfield delivered the tire at sunset, landing and taking off in less
than 500 feet in his Cessna 185.  Holland and FWS special agent Frank Kuncir
got the tire replaced by midnight; Holland then taxied the 206 off the middle
of the thousand foot strip.  An investigation showed that the tube had failed
due to improper installation during a recent tire inspection at a maintenance
facility.  The opposite main gear tube was pinched as well, and could also

RESOURCE MANAGEMENT

Great Lakes Parks - Exotic Snail Discovered

Canadian researchers have discovered a new exotic invader in the Great
Lakes - Potamopyrgus antipodarum, a snail from New Zealand.  The snail was
first discovered off the shore of Wilson, New York, in 1991, and has since
spread to several locations throughout Lake Ontario.  The species has a high
reproductive potential and is expected to compete with native mollusks. 
Exotic snail populations seem to be limited to areas of heavy ship traffic,
raising the possibility that yet another aquatic nuisance species has been
introduced via ship ballast waters. [Frank Panek, WRD/WASO]

OPERATIONAL NOTES

Aircraft Overflight Update - Actions directed toward managing airspace above
parks have been underway on three fronts:

o Rocky Mountain NP - The public comment period on the airspace
regulation has ended, and comments are currently being analyzed.  An
analysis of relevant legal issues is also being conducted.  Work has
begun on a final rule.

o Grand Canyon NP - Public hearings on the proposed rule were held in
Arizona and Nevada last week.  The public comment period closes a week
from today.  Analysis of comments has already begun.  President Clinton
has asked that the rule be finalized by the end of the calendar year.

o General NPS - Discussions between the Department of Interior and the
Department of Transportation on a general airspace rule for national
parks are planned for the near future.  The end of the calendar year is
also the deadline for the FAA to publish this draft regulation.
