INCIDENTS

96-603 - Biscayne NP (FL) - Special Event

During the period from October 11th to the 14th, Biscayne rangers led a
multi-agency effort to control the revelry that occurs throughout the Elliott
Key area over Columbus Day weekend.  Small craft advisories and locally heavy
rainstorms did not deter over 600 boaters from returning to the traditional
party location.  A total of 727 incidents were handled by rangers.  Thirteen
individuals were cited for boating under the influence; two were arrested and
taken to a federal prison in Miami.  One individual was arrested for
assaulting a federal officer.  Rangers working a plain clothes detail with
Customs and EPA agents provided information which lead to the seizure of
small amounts of marijuana and the citing of several people for possession
and use of controlled substances.  Other illegal drugs seized by rangers
included mushrooms and Rohypnol, known colloquially as roofies.  Felony drug
charges may be filed.  Other incidents over the weekend included medical
treatment and evacuation of a woman with epilepsy and the crash of an
ultralight aircraft.  The pilot was uninjured and the craft was salvaged by a
commercial tow boat operator.  Rangers from Everglades NP and Dry Tortugas NP
participated in the detail.  [CRO, BISC]

96-604 - Colorado NM (CO) - Rescue

D.V., 15, was on a school outing near the park's visitor center on the
morning of October 11th when he and two companions decided to leave the group
to explore on their own.  The three climbed down to a ledge about ten feet
below the canyon rim.  D.V. attempted to continue, but slipped and fell
about 20 feet, landing on his knees on a ledge about eight feet wide - the
last stop before a 300 foot fall.  Paramedic Lisa Lawrence, working at the
park as a VIP, rapelled to the ledge and stabilized him.  Diego was evacuated
by litter with the help of local fire departments.  He suffered a mild
concussion and a sprained ankle, and underwent surgery for a broken kneecap.

96-605 - Padre Island NS (TX) - Electrocution

Lo.S. and Lar.S. called 911 from a ranger station pay phone just before
midnight on Saturday, October 12th, and reported that their brother, Lan.S.,
40, had been electrocuted by a generator while on a boat in the Laguna Madre. 
The S.s said that they were setting up a generator to run a bank of flood
lights on their 16-foot aluminum boat while preparing to fish for flounder in
the shallow waters near the island.  Lan.S. attempted to catch the
generator when it fell off its platform, but it instead fell on him.  The
brothers brought him back to the Bird Island Basin boat ramp, then took him
to the ranger station.  He did not survive.  An investigation is underway.

OPERATIONAL NOTES

Correction - The J.D. who appeared in yesterday's report on the car
clouting and theft arrests at Glen Canyon has been positively identified as
one C.W.  A misunderstanding regarding the initial report led
to the conclusion that, against all odds, the culprit actually WAS named
J.D.  We regret the error.
