INCIDENTS

96-652 - Golden Gate NRA (California) - Follow-up on Oil Spill

Clean-up and monitoring activities are continuing on park beaches.  The
following areas have been reopened: Crissy Field, Fort Point and Municipal
Piers, Aquatic Park waterfront, Stinson Beach, Muir Beach, Tennessee Beach,
Baker Beach, China Beach, and East Fort Baker.  Kirby Cove and Rodeo Beach
remain closed due to the continuing cleanup activities.  Efforts are also
underway to work with San Francisco Maritime NHP to monitor the effects of
the oil spill on its historic ships and surrounding piers.  The number of
birds and animals impacted by the oil spill continues to grow. On Tuesday
alone, volunteers counted over 712 live, oiled birds and nine oiled, dead
birds.  A total of 37 live, oiled birds and 78 dead, oiled birds have so far
been taken to wildlife centers.  Both the interagency and NPS ICS teams are
beginning to downsize, but expect to be in operation until Friday.  [Bill

96-655 - Shenandoah NP (Virginia) - Drug Indictments

On October 31st, D.P., 42, and his girlfriend, M.C.,
23, were indicted by a federal grand jury on one count each of conspiracy and
drug manufacturing.  Each charge carries with it a maximum penalty of 20
years imprisonment and $1 million in fines.  A two month investigation led to
the arrests of D.P. and M.C. on October 11th after marijuana plants
with an estimated value of $90,000 were found being cultivated in the park. 
Rangers assisted the county drug task force in the execution of a state
search warrant at D.P.'s residence, where an additional $6,000 worth of
marijuana was being grown.  Ranger David Bauer is the case agent.  [David

96-656 - Colonial NHP (Virginia) - MVA with Fatality

J.M., 56, of Cardinal, Virginia, was killed on the afternoon of
November 1st when her van was struck head-on by another vehicle on the
Colonial Parkway between Williamsburg and Yorktown.  The driver of the second
vehicle, B.T., 39, from Gloucester, Virginia, was flown by helicopter
to a hospital in Norfolk with extensive injuries, but is expected to survive. 
Both vehicles were virtually destroyed in the crash; excellent support from
local fire, rescue and EMS units permitted efficient execution of difficult
extrications.  There were apparently no witnesses to the accident.  Ranger
Ken Doak is leading the investigation.  Assistant chief ranger Hiram Barber

OPERATIONAL NOTES

Special Park Use FOIA Request - The Service has received a Freedom of
Information request from a law firm in Reno, Nevada, soliciting copies of any
right-of-way permits issued by the Service for transportation of water across
a park in a pipeline, creek/river, or open or closed irrigation ditch.  If
your park has issued such a document, please notify Dick Young at Colonial
NHP via cc:Mail (Dick S. Young at NP-COLO] as soon as possible, but before
November 15th.  Priority or express mail shipment of a copy of the signed
