INCIDENTS

96-100 - El Malpais (New Mexico) - Follow-up on Significant Vandalism

Last spring, members of the Brewton Locos gang vandalized two visitor use
areas in the park, causing several thousand dollars in damage.  Visitors
witnessed the incident and reported it to a state police officer.  The
officer and a park ranger apprehended two gang members, A.B. and
J.M.  The pair subsequently accepted a plea agreement and pled
guilty to misdemeanor charges of injuring federal property (18 USC 1361).  On
November 1st, they were sentenced to three years' probation and required to
pay a total of $2,154.68 in restitution.  A.B. was also sentenced to
three months of supervised probation at a halfway; J.M. was ordered to
provide 40 hours of community service.  [Allen King, CR, ELMA]

96-634 - Glen Canyon NRA (Utah/Arizona) - Follow-up on Fatal Boat Accident 

The body of K.P., 28, was found by the park's underwater search
vehicle on October 26th and later recovered.  K.P. and D.A., 32,
were boating in the remote Escalante Arm area of Lake Powell on October 24th
when their 23-foot cutty cabin cruiser struck a vertical rock wall at a high
rate of speed.  K.P. was thrown from the vessel into the lake and did not
surface.  Stormy weather hampered initial dive operations.  Preliminary
indications are that K.P. was driving the boat.  No charges have yet been

96-667 - Lake Mead NRA (Arizona/Nevada) - Boat Accident; Multiple Injuries

A grand jury is currently hearing testimony on an eight-count indictment
against a man charged with causing serious injury to four people in a high-
speed boating accident which occurred on Lake Mohave last summer.  On July
27th, D.A. was in the process of making a high speed turn with his
21-foot inboard when the boat struck the shoreline in York Cove, became
airborne, and traveled 31 feet before landing.  All five occupants were
ejected onto the rocky shoreline, and the boat finally came to rest at a
point 73 feet from where it had left the water (preliminary estimates
indicate that a minimum speed of about 38 miles per hour would be required to
cover such a distance).  Rangers Fangen-Gritis, Mladucky and Cooperider
responded by boat to the area, which is about three miles north of Katherine
Landing.  Three of the occupants suffered serious head injuries and fractures
of their extremities and a fourth had multiple fractures and lacerations. 
D.A. suffered only from lacerations to his feet.  Two were soon released,
but the remaining pair were held in the hospital, where they are still
undergoing treatment for their injuries.  Fangen-Gritis arrested D.A. for
operating a vessel while under the influence of alcohol.  D.A.'s blood
alcohol level two hours after the accident was just under .15.  The county
attorney initially sought four counts of attempted murder against D.A., but
reduced that to eight counts of felony aggravated assault.  The charges were
warranted by the passengers' pleas to D.A. to slow the boat down, which he
ignored.  After the accident, witnesses saw D.A. running barefoot across the
rocks to nearby bushes, where the remains of two cases of beer were
subsequently found.  Evidence indicated that the beer belonged to D.A..

96-668 - Adams NHS (Massachusetts) - Burglary

A break-in occurred at the Stone Library on the evening of Monday, November
11th.  A complete inventory is currently being made of the library's 14,000
volume collection.  Investigators have so far determined that four books
belonging to President John Quincy Adams have been taken - "Iththyologie Ou
Histoire Naturelle Generale," by L'Auteur and Francois De La Garde (printed
in 1785); "Biblia Cu Concordantus Veteris," printed in German (1521); "Holy
Bible," given to Adams by Mendi People with a letter enclosed (1838); "Holy
Bible," printed in English (1772).  A joint investigation is underway;
participating are the NPS, FBI and Quincy Police Department.  [Marianne Peak,

96-669 - Grand Canyon NP (Arizona) - Decoy Poaching Arrests

Over a six day period during the state's recent antlered deer hunting season,
rangers, criminal investigators and state game and fish officers conducted a
deer decoy operation on the South Rim.  A remote-controlled deer decoy was
employed - one of two constructed this year by rangers from the park and
Delaware Water Gap NRA.  Four hunters took shots at the decoy and were issued
mandatory appearance citations for shooting from a roadway and for attempting
to take wildlife in the park.  Two were convicted and received fines and
damage assessments; the remaining two cases are pending.  [Franco Sidoti, CI,

96-670 - Great Falls Park (Virginia) - Probable Suicide

The body of H.S., 52, of Reston, Virginia, was discovered by a
kayaker in the Potomac River near the second overlook at Great Falls on the
afternoon of November 6th.  Investigators noted that H.S. had slashed his
wrists and discovered traces of fresh blood on a rock ledge above the point
where his body was found.  Park Police officers are investigating.  [Bill

96-671 - Independence NHP (Pennsylvania) - Special Event

Old City Hall, where the Supreme Court met from 1791 to 1799, was reopened in
a ceremony in the park on November 5th.  The mayor of the city and members of
the House of Representatives attended.  Old City Hall was closed for 15
months as part of a $17.1 million utilities improvement program.  The project
will eventually result in the upgrading of the utility systems of the five
historic buildings located on Independence Square.  [Phil Sheridan, INDE]

OPERATIONAL NOTES

Fire Weather Reports - Effective this January, the fire weather outlook
reports prepared by the staff meteorologist at NIFC will be available from
the World Wide Web at 

     http://www.boi.noaa.gov//firewx.html

The format will be improved and will include snowpack/precipitation charts
and color maps containing the Palmer drought index, the Keetch-Byram drought
index, and the 30, 90 and 120 day weather outlooks.  You'll also be able to
obtain fire weather forecasts, current weather observations, and daily

Drug Dog Passes On - On October 29th, "Judge Roy Bean," Big Bend's drug dog,
expired of an age-related illness.  The Judge and ranger Kathleen Hambly
worked together on narcotic interdiction operations for almost nine years
until the Judge recently retired from the Service.  Their joint efforts led
to numerous arrest and the seizure of drugs valued in excess of $750,000. 
The Judge participated in community drug awareness education at area schools
and enjoyed interaction with children.  He was a unique, integral and well-
loved member of the park community.  The Judge's energy, enthusiasm, bright
eyes and loyal heart will be missed by all.  [Connie Cox, Acting CR, BIBE]

"Call for Nominations - 1997 National Park Partnership Leadership Awards",
signed on October 31st by Associate Director, Cultural Resource Stewardship
and Partnerships Kate Steven and National Park Foundation President Jim Maddy
and sent to all areas.  Nominations are due to field or associate directors
by November 22nd.  The text follows:

"We are pleased to announce the call for nominations for the 1997 National
Park Partnership Leadership Awards and invite your participation in this
process.

"The National Park Partnership Leadership Awards were established by the
National Park Service (NPS) and National Park Foundation (NPF) in 1995 to
recognize outstanding partnerships that advance the mission of the National
Park Service.  The awards honor the entire partnership - park employees and
park partners - and are given in five categories:

     o Resource Stewardship & Preservation
     o Education & Interpretation
     o Management Support
     o Protection & Visitor Services
     o Beyond Park Boundaries

"A description of the categories, the nomination and selection process, and
submission deadlines can be found in the attached [on the original memo]

OBSERVATIONS

made by President Clinton at the signing of the Omnibus Parks and Public
Lands Management Act on Tuesday:
